Aleksey Pesoshin: The experience of the Regional Marketing Center can be useful to search suppliers all over the country

On 17 March at the LXIII meeting of the Association of Legislative (Representative) state power bodies of entities of the Russian Volga Federal District held in Kazan, Tatarstan Prime Minister Aleksey Pesoshin informed about measures taken in the republic to stabilize public-political and social economic situation under limitations introduced by foreign countries and international organizations.

Underlying that “joint work of legislative and executive bodies in developing anti-crisis measures is an important factor of stabilization of the situation”, Pesoshin said that with the aim of the quick response to the situation Tatarstan has organized a Headquarters and approved the Plan of Actions for sustainable development of economy and allocates finances only on essential expenses.

The priority is to provide the population with essential goods and medications, preservation of jobs, organization of continuous work of systemic companies and support of farmers, he stated.

“Tatarstan has organized monitoring of the essential goods prices and their stock. The situation in the consumer’s market is stable and there is enough stock at distribution centers to satisfy the demand”, Pesoshin said and added that agricultural fairs to be held from 19 March in cities will supply the population with agricultural products by reasonable prices.

There can be some difficulties at the labour market especially in companies with foreign participation and Tatarstan Prime Minister said it was necessary to take timely measures to keep the employment, for example by providing public work for those registered in the employment services or temporary jobs and professional training of those who are under risk to be redundant.

“Systemic companies must become a basis for increasing the stability of economy and it is important to launch the subsidized loans program and development of new transport-logistics schemes, which are already being developed on the federal level. We also need rapid financing for import replacement projects”, Pesoshin continued.

He also said it would be reasonable to organize a working group to study possibilities of inter-regional cooperation and added that the experience of the Tatarstan Regional Marketing Center can be useful to search suppliers all over the country.

Moreover, to develop interregional cooperation, the Innopolis University together with the Russian Ministry of Industry and Trade is developing software for analysis and search of products in the catalogue of the State Information System of Industry, Tatarstan Prime Minister informed.

He also touched such issues as attraction of investments and implementation of current investment projects, applying the law on protection and inducement of investment in projects on hard-to-recover oil reserves, expanded list of taxes which can be used to cover expenses on development of infrastructure and support of SMEs.

Another important task is to keep the reached pace of construction of housing in all regions and provide its stable demand, Pesoshin added.

“In this regard we ask to envisage the possibility of 80% advance payments for the already signed contracts as I think this will be a rather substantial support. For efficient use of the advance payment we propose to review the requirement of compulsory bank guarantees in state contracts. We would also like to ask the Government of the country to provide centralized procurement of construction materials for state contracts as it is done with mineral fertilizers procurement,” – he said.

“The decision of the Russian Government to change the conditions of penalties accrual for late utility bills payment has become an important measure for supporting unprotected layers of population. With the aim of keeping tariffs we propose to consider possibility of subsidizing interest rates of the loans taken by resource providers for their investment programs”, Pesoshin added.  He concluded by saying:” I am sure that concerted efforts of all branches and levels of power will help us to overcome the current challenges”.
