5 September 2008, Friday
Housing Fund of Tatarstan is ready for heating season 2008/2009 for 80 %. RT Minister of Construction, Architecture and Housing Marat Khusnullin informed about it today in RT Cabinet at republic meeting devoted to preparation for heating period and capital repair in multi-family houses.
All municipal districts of republic took part in videoconference meeting which was held by Tatarstan Prime Minister Rustam Minnikhanov.
Marat Khusnullin informed that while preparing for heating period 36 km of heat networks, 12 boilers, 1347 km of electrical networks, 542 items of power electrical equipment were repaired and reconstructed by “Tatenergo” JSC.
According to his words 29,3 km of heat networks, 45 km of water supply networks, 6,3 km of water drains, 115 boilers, 1240 items of peripherals were repaired and reconstructed.
Head of Ministry of Construction stated that work on technical documentation is being badly done. Among 731 organizations which have boilers only 16 have got certificates of readiness.
The average readiness of Housing Fund in republic is 80, 4 %. Some districts have prepared less than half of housing for heating period (multi-family houses).
As for changing centralized heating for individual (setting of double-pressure boilers), it was planned to set 5364 boilers in 440 houses in 2008. For the present moment 3340 boilers are fitted (62, 3 % of plan), 834 (15, 5 %) are implemented.
Marat Khusnullin noted that it’s necessary to finish all works on fitting of double-pressure boilers till the beginning of heating season. Unfortunately, it’s known that sometimes fitting of double-pressure boilers doesn’t meet the existing schemes of heat supply of settlements. It leads to increase of first cost of heat energy generation by existing boilers and tariff increase.
Deputy General Director-technical Director of “Tatenergo” JSC Ilgizar Gaifullin reported about readiness for heating season.
Today 43 % of black oil and 98, 7 % of coal is stored up in republic.
As for payments for energy consumption, a number of municipal districts (Almetevsk, Zelenodolsk, Bugulminsk, Naberezhnye Chelny) owe to “Tatenergo” JSC 86 million RUR.
Housing enterprises also owe 172 million RUR, including Kazan – 100 million RUR.
