Aleksey Pesoshin takes part in the strategic session on construction and housing and utility services in Moscow

On July 19, during his working visit to Moscow, Tatarstan Prime Minister Aleksey Pesoshin took part in the strategic session on construction and housing and utility services chaired by Russian Prime Minister Mikhail Mishustin.

Mishustin emphasized that one of the main drivers of housing construction is mortgage. Significant results were achieved here last year. Under the state-subsidized programmes with a reduced interest rates, loans amounting to more than 1.5 trillion roubles were granted. This year, it is planned to keep the target pace, including through a reduced rate on preferential mortgages - up to 7 per cent per annum.

There are serious tasks in housing and utility services, Mishustin said. Earlier, Vladimir Putin instructed to develop a programme for the modernization of housing and utility services and synchronize it with other plans for infrastructure development, as well as a major overhaul of the housing stock.

“It is important to carefully consider the parameters of this document and identify the sources of funding. We need to start implementing it next year,” Russian Prime Minister underlined.

To solve the accumulated problems in the areas of integrated housing development and housing and utility services, the regions can use the mechanism of infrastructure budget loans. Such loans have already been distributed to almost all Russian entities in the amount of one trillion roubles.

“Today it is important to develop a long-term construction programme in each region,  link all plans, quickly make an inventory of unfinished facilities and determine what needs to be completed and how much money it will require from all sources. To fulfill these tasks, a set of measures has been prepared, which were included in the draft Strategy for the development of the construction industry and housing and utility services,” Mishustin added.
