First Deputy Prime Minister of Tatarstan Boris Pavlov took part in Yakutsk economic forum “Megaprojects of Russia” that took place in Yakutsk (Sakha republic) on September, 6-7, 2008.
At the conference “Megaprojects and new possibilities for small and medium enterprises“Boris Pavlov presented innovative and investment potential of Tatarstan including cluster development of oil-chemistry and oil-producing branches of Tatarstan, complex project “Development of nanoindustry in Tatarstan”, investment project “Complex usage of low-trade timber of forest-poor regions by the example of Tatarstan”.
Yakutsk economic forum “Megaprojects of Russia” was organized by the government of Sakha republic (Yakutia) and supported by Ministry of regional development of Russian federation. Minister of regional development of Russian federation D.Kozak, President of Yakutia V.Shtyrov, Minister of economic development of Sakha republic A.Struchkov, Deputy Minister of regional development of Russian federation D.B.Aratsky, Deputy Chairmen of “Gazprom” Jsc management A.Ananenkov, General Director of “RAO Eatsern Energetic systems” I.Blagodyr, General Director of “Corporation of Southern Yakutia development” Jsc M.Bruk, State Secretary , Deputy Minister of Industry and Trade of Russian Federation S.Naumov, Deputy Minister of Energetics of Russian Federation V.Sinyugin, Head of GK “Rostechnologies” S.CHemezov and others took part in the Forum. Upon the whole 426 officials of state authority and business structures,118 journalists of central and regional mass media participated in the event.
The main topic of Yakutsk economic forum was “Megaprojects of Russia” which cost more than $ 1 billion. Now there’re 110 rough, industrial and infrastructure investment projects in the country. Their total cost is $ 500 billion. Half of them will be realized in Asia part of the country.
As far as this Forum is being held for the first time, its task is to present actual information about large investment projects in Russian regions to Russian and foreign investors. The idea was created at yearly international conferences in Yakutsk (2002-2006). The main topics were the problems of industrial and infrastructure development of huge unique territories that are rich in natural resources.
Forum was devoted to analysis of megaproject realization risks and new possibilities for private and state investors in Russia. It will create favourable conditions for effective cooperation among all participants of investment project. The offers for realization of complex investment projects on the territory of Russian Federation should become the main result of the event.
Boris Pavlov took part in plenary session “Instruments of state policy and realization of large investment projects”. The Chairman was Minister of regional development of Russian federation Dmitry Kozak. He pointed out that till the end of 2008 Russian Government will toughen the requirements regarding applications from regional administrations to get financing of projects of social-economic development. The absence of regulatory requirements concerning the development of project-shift documentation is the main problem today. According to his words Ministry of Economic development has 23 applications from Federation subjects. However, the deficiency of Investment Fund is 250 billion RUR.
Boris Pavlov told about possible cooperation between Sakha republic and Tatarstan in the sphere of realization of Yakutia megaprojects in oil-chemistry and oil-producing.
The solemn closing ceremony of the Forum was held in academic theatre of Sakha.
Also Boris Pavlov took part in charitable action and contributed in the Support Fund of sick children. More than 200 000 RUR were collected within the action.
On 5 May, speaking at a regular meeting held by the Rais (Head) of Tatarstan Rustam Minnikhanov in the Government House of the republic with participation of the regional Prime Minister Aleksey Pesoshin and all municipalities taking part in it via videoconference, the Minister of Construction, Architecture and Housing Utilities Sector of the republic Marat Ayzatullin informed that currently 63 school catering units are under repairs with the amount of work completed reaching 15 per cent.
On May 26, speaking at a briefing in the Cabinet of Ministers of the republic held in a videoconference mode with participation of all municipal regions of Tatarstan and focused on events scheduled for June 1, International Children’s Day, as well as the implementation of the “Summer in Tatarstan” programme, Deputy Prime Minister of the republic Leyla Fazleeva appealed that parents should closely supervise their children during recreational activities near water in order to prevent accidents.
On 18 May ay the CIPR conference in Nizhniy Nogorod the Tatarstan Deputy Prime Minister Roman Shaykhutdinov, the Rector of the Innopolis University Aleksandr Gasnikpov and the Vice-rector of the University Yevgeny Bobrov will take part at round tables session of the conference.
Experts will discuss the role of Tatarstan and Innopolis as one of the key technological centers of the country and how regional innovative platforms help to solve tasks of the whole Russian industry. A special emphasis will be placed on the digital transformation of the oil and gas sector and how large clusters and scientific and technological centers are becoming drivers of industry change.
On 16 May, speaking at a meeting in the Government House of the republic held by the regional Prime Minister Aleksey Pesoshin with participation of the Rais (Head) of Tatarstan Rustam Minnikhanov and all municipalities taking part in it via videoconference, the Minister of Agriculture and Food of the republic Marat Zyabbarov reported that the sowing of spring crops is in full swing in the republic with 1m 38 thousand hectares or 61 per cent of the planned have been sown.
