Rustam Minnikhanov: We have to be getting used to work in conditions of openness, and if authorities promise something they should do it

On September 20 Tatarstan President Rustam Minnikhanov, Russian Minister on coordination of Open Government project Mikhail Abyzov, representatives of the federation subjects where the Open Government project is implemented took part in summarizing of results of the seminar “The standard of region’s openness as an indicator of quality of interaction between state and public institutes” that was held in Kazan IT park.

During the two-day seminar representatives of federal authorities and pilot regions who supervise issues of increasing openness of state public administration, experts and developers expressed their opinions. The topics discussed were “Global tendencies and solutions of regions”, “Information technologies as an efficient tool of public control”, “Working out the standard for processing citizens’ applications”.

The Republic of Tatarstan presented the project “Electronic Tatarstan”, its services, organizational and technology platform, rendering of electronic services via personal accounts. The Tula region presented the project “Open Region 71”.

Russian Minister on coordination of Open Government project Mikhail Abyzov believes that the system requires constant development. He noted that the Open Government model is the most efficient because all state and social services are combined for citizens. In general, the priority task is to improve quality of human lives.

Rustam Minnikhanov said that the more open is the system, the more difficult is to explain why not authorities did not do something or did not reply to this or that complaint in time. He continued that social problems are priority ones to be tackled. “We have to be getting used to work in conditions of openness, and if authorities promise something they should do it. Tatarstan is open for cooperation with pilot regions on Open Government project,” Rustam Minnikhanov stated.
