Ildar Khalikov takes part in session of the Council of Volga Federal District

On September 30 Tatarstan Prime Minister Ildar Khalikov took part in a session of the Council of Volga Federal District under Presidential Envoy in Volga Federal District Mikhail Babich on the programme of relocating citizens from failing housing stock.

Opening the session, Mikhail Babich said that the programme was prolonged for two years, and 10 mln extra funds were allocated for the programme implementation in 2016 and 2017.

According to Mikhail Babich, certain criteria for defining failing housing stock must be defined. He also suggested discussing regional practices in working with the Fund of housing construction concerning granting of federal land plots for housing construction.

Head of the Council working group and Chuvash Republic Mikhail Ignatiev made a keynote report at the session. He said that today relocation of citizens from failing housing stock is one of the most urgent problems. Mikhail Ignatiev reminded that in accordance with Russian President’s Order all multi-apartment failing houses must be liquidated by 2017.

According to Mikhail Ignatiev, the share of the programme co-funding is different in regions of Volga Federal District. Thus, Tatarstan takes the first place among regions with 69 per cent of regional budget funding, whereas in other regions it makes 44 per cent. Mikhail Ignatiev believes that to solve the set task land plots for housing construction can be granted on a free-of-charge basis, and extra-budgetary funds can be attracted.

While discussing the programme of relocating citizens from failing housing stock, participants of the session made some proposals on realization of tools of private-state partnership, and accepted some proposals to be discussed on the federal level. It was noted that regions should provide timely and efficient implementation of programmes of relocating citizens from failing housing stock.
