Tatarstan Prime Minister takes part in a district meeting with Russian Deputy Minister of the Interior

30 September 2013, Monday
On September 30 at a meeting in Cheboksary Presidential Envoy in Volga Federal District Mikhail Babich and Russian Deputy Minister of the Interior Mikhail Vanichkin discussed actions of federal, regional and municipal authorities on prevention of inter-ethnic conflicts and law enforcement in places of national enclaves. Tatarstan Prime Minister Ildar Khalikov took part in the meeting.

The decision about holding this meeting was made because of urgent problems connected with inter-ethnic relations in regions of Volga Federal District.

In conditions of intense migration processes, more intensive activity of some radical organisations, destructive activity of envoys of extremist and terrorist organisations, youth subcultures, and use of media and Internet resources in their own interests, there is a high ethno-confessional tension in Volga Federal District.

Serious inter-ethnic and inter-confessional conflicts that led to mass disturbances or caused grievous harm to health and deaths have happened in some regions.

Mikhail Babich noted that a set of measures aimed at decreasing negative impact of migration processes on inter-ethnic relations should be realised in Volga Federal District.

Special groups of mobile monitoring were established and joint work of presidential envoy staff, law enforcement bodies and regional authorities was organised to find out reasons and conditions of such cases.

The analysis showed that those measures were not so efficient, thus authorities of all levels should work out more systemic measures to prevent inter-ethnic conflicts.

Summing up, participants of the meeting made certain proposals to provide safe living conditions for citizens, in particular, development of efficient mechanisms to settle conflicts, monitoring of inter-ethnic relations, activation of work on preventing cases of national and religious extremism and suppression of organised criminal groups.
