Tatarstan President holds meeting with heads of small oil companies

On October 28 Tatarstan President Rustam Minnikhanov held a meeting with heads of small oil companies concerning results of their work for 9 months and tasks till the end of 2013.
Opening the meeting, Rustam Minnikhanov noted federal and regional oil production results for 9 months of 2013. The volume of hydrocarbon material extracted in Russia made more than 390,000,000 tons, which is higher compared to the previous year's level. Tatarstan also saw the growth in volumes. By and large, 24.56 mln tons of oil have been produced for three quarters.
President stressed that “we are working better but with lower income”. The first reason for that is the decline in oil prices. The average cost of one barrel of oil is 5 dollars less compared to the last year. At the same time, it is the oil industry that has been the important resource for the budget replenishment, Rustam Minnikhanov noted. Thus, the total amount of tax deductions made by the independent oil companies to different budget levels made 48,7 bln rubles.
Director General of ZAO “Nefteconsortium” Fanis Valiev reported on results of work done by the independent oil companies for three quarters and expected results of 2013. Thus, 33 of 27 companies outperformed the year plan. By and large, 647,000 tons of ultra viscous oil with zero MPT rate have been produced.
Head of “Nefteconsortium” noted that the leadership and specialists of the main oil company contributed a lot to the development of the independent oil companies.
Tatarstan Minister of Finance Radik Gaizatullin reported on the payments made by the independent oil companies in favour of Tatarstan budget for the accounting period, expected annual rates and tasks for 2014. He also reported that on October 24 the regional budget for 2014-2016 was approved in its first reading and informed participants of the meeting about its structure. Head of Ministry of Finance told about the activity of Tatarstan State Housing Foundation, which allocates its funds for implementation of mortgage loan programme for housing construction. Rustam Minnikhanov commented on the success of the project due to active participation of the regional oil producers in its implementation.
Head of Tatarstan Department for subsurface use Ravil Mutygullin reported on one of the largest events in the sphere of training workers of the oil industry. He told about results of IX All-Russia field open competitions of young geologists and tasks on development the geological movement for children and young people in Tatarstan. To the point, the forum was held under the aegis of the 70th anniversary of industrial development of Tatarstan oil fields.
Rustam Minnikhanov pointed out that the use of modern technologies and good labor performance are main competitive advantages.
Summing up, Rustam Minnikhanov thanked oil workers for their effective work and stressed that the oil industry is the powerful resource for Tatarstan.
Director General of OAO “Tatneft” Shafagat Takhautdinov, Director General of ZAO “Nefteconsortium” Fanis Valiev, heads of regional ministries and departments, workers of Staff to Tatarstan President, representatives of federal supervisory bodies and other officials took part in the meeting.
On 9 May Tatarstan Prime Minister Aleksey Pesoshin took part in a ceremony of laying flowers to the monument “The victorious soldier” dedicated to the celebrations of the Day of Victory in the Great Patriotic War (WW II) 1941-1945 and held at Arsk cemetery in Kazan.
On 8 May, speaking at a meeting held by the Rais (Head) of Tatarstan Rustam Minnikhanov in the Government House of the republic with participation of the Acting Chairman of the State Council of the republic Marat Akhmetov and the regional Prime Minister Aleksey Pesoshin, the Minister of Construction, Architecture and Housing Utilities Sector of the republic Marat Ayzatullin reported that capital overhaul of social facilities is in full swing in the republic with 170 educational facilities having been included into regional and federal programmes.
On 4 May at a briefing held in the Tatarstan Government House it was told that currently there are 92 combat veterans, the last witnesses of the Great Patriotic War (WW II) of 1941-1945, living in the republic. The briefing also informed about veterans’ support measures and how the republic is planning to celebrate the Victory Day on 9 May.
The Deputy Prime Minister of the republic Leyla Fazleeva told that names of 353 Heroes of the Soviet Union from Tatarstan “ are immortalized in street names, on memorials, in monuments and squares and, of course, in our memory”. “The Victory Day is the day of memory, mourning and joy. It is the event which today should be clearly understandable to all young people and younger generation of Tatarstan,” she said.
