Rustam Minnikhanov: “Municipal management is the most important level”

On October 30 at the opening of the 2nd part of educational programme “Development of management competence and professional skills of heads of municipal regions” Tatarstan President Rustam Minnikhanov said that heads of municipal regions have to constantly improve their professional skills, and Tatarstan leadership is ready to render overall support.
Special training for heads of municipal regions is organized by Tatarstan President’s Office and higher school of public and municipal administration of Kazan Federal University.
Heads of municipal regions will study the first module of the programme “Professionalism and personality of a head of municipality as an effective leader” in two groups. The second group started their training today.
Within four days participants of the training will take part in an intellectual game, trainings in psychology and effective leadership in the sphere of municipal administration, public speaking and speech communication, image formation and interaction with press and the public.
Welcoming heads of regions, Rustam Minnikhanov noted importance of such educational programmes. According to Tatarstan President, the level of education of local citizens determines competitiveness of the territory. Thus, management team should be ready to fulfill all set tasks.
Rustam Minnikhanov continued that three years ago the decision was made to make Kazan Federal University responsible for training system for government and municipal employees. 5 thousand people have already taken special training.
Tatarstan President told about tasks faced by regional economy and, therefore, by municipal heads. Among priority tasks he pointed out development of local economy, and creation of jobs. He also focused of problems of migrants and cases of religious extremism.
Heads of municipalities asked Tatarstan President about interaction between municipal authorities and business, educational problems, and suggested creating special sites for exchanging experience between municipalities.
Summing up, Rustam Minnikhanov wished participants of the meeting successful training.
On 24 December Tatarstan Prime Minister Aleksey Pesoshin took part in a charity action “The Christmas Tree of Wishes” held during the 17th session of the State Council of the republic of the seventh convocation.
The Head of the Government of the republic will fulfill wishes of five-year old Landysh who dreams of a guitar, 13-year old Zariva who will get a smart speaker, eight-year old Leyla dreaming of a bike and 16-year old Evelina who will be given an e-book.
On 20 December, speaking at a meeting held by the Rais (Head) of Tatarstan Rustam Minnikhanov in the Government House of the republic with participation of the regional Prime Minister Aleksey Pesoshin and all municipalities taking part in it via videoconference, the First Deputy Minister of Construction, Architecture and House Utilities Sector of the republic Damir Shaydullin informed that huge work in capital overhaul of 713 social and cultural facilities have been completed in the republic with the total cost of work of 15bn rubles.
On 20 December, in his address on the occasion of the Russian Security Bodies Officers Day, Tatarstan Prime Minister Aleksey Pesoshin congratulated employees and old stagers of the service with their professional holiday and wrote: “

On 15 December, speaking at a meeting of the competition committee of the regional public competition “The Manager of the Year” about its results in 2025, Tatarstan Prime Minister Aleksey Pesoshin said that the list of 155 participants (nominees), who are heads of enterprises and organizations from various industries and sectors of the economy, for the competition was formed based on recommendations from regional ministries and departments, city and district municipalities, employers' associations and the Federation of Trade Unions of the republic.
