Rustam Minnikhanov: “Our task is to make up the middle class”

On November 25, speaking at a session of educational project “Civil University-Idel” Tatarstan President Rustam Minnikhanov said that development of small and medium-size business, formation of middle class of entrepreneurial, self-reliant people is one of the most important tasks for Tatarstan leadership.
“Civil University-Idel” project is being implemented under federal party project “Civil University” aimed at improvement of professional level of political and public figures. The project was launched in March 2013 at Higher school of public and municipal administration of Kazan Federal University. Participants of the programme will get certificates when the programme finishes.
The 3d session of the project “Civil University-Idel” under educational programme “Theory and practice of modern political process development” is held in Almetievsk on November 22-25. About 100 representatives of party activists and public organisations from different Tatarstan regions are taking part in the event.
Within three days participants of the programme will attend courses held by regional and federal experts dedicated to urgent problems of social-economic and socio-political life of the country.
Addressing the audience today, Tatarstan President Rustam Minnikhanov noted that party activists should be professional, educated and keep up-to-date. He also told about innovative development of the republic noting that oil industry is one of the most innovative industries, and the basis of country’s economy. Another important task of regional leadership is making up the middle class, he added.
Rustam Minnikhanov also told about economic development of Tatarstan and prospective lines of Tatarstan economy. Participants of the programme asked Rustam Minnikhanov whether municipalities need strategic development plans and what qualities are most important for a state leader.
Rustam Minnikhanov and rector of Kazan Federal University presented certificates to participants of the programme.
On May 26, speaking at a briefing in the Cabinet of Ministers of the republic held in a videoconference mode with participation of all municipal regions of Tatarstan and focused on events scheduled for June 1, International Children’s Day, as well as the implementation of the “Summer in Tatarstan” programme, Deputy Prime Minister of the republic Leyla Fazleeva appealed that parents should closely supervise their children during recreational activities near water in order to prevent accidents.
On 18 May ay the CIPR conference in Nizhniy Nogorod the Tatarstan Deputy Prime Minister Roman Shaykhutdinov, the Rector of the Innopolis University Aleksandr Gasnikpov and the Vice-rector of the University Yevgeny Bobrov will take part at round tables session of the conference.
Experts will discuss the role of Tatarstan and Innopolis as one of the key technological centers of the country and how regional innovative platforms help to solve tasks of the whole Russian industry. A special emphasis will be placed on the digital transformation of the oil and gas sector and how large clusters and scientific and technological centers are becoming drivers of industry change.
On 16 May, speaking at a meeting in the Government House of the republic held by the regional Prime Minister Aleksey Pesoshin with participation of the Rais (Head) of Tatarstan Rustam Minnikhanov and all municipalities taking part in it via videoconference, the Minister of Agriculture and Food of the republic Marat Zyabbarov reported that the sowing of spring crops is in full swing in the republic with 1m 38 thousand hectares or 61 per cent of the planned have been sown.
On May 14, on the sidelines of the XVII International Economic Forum “Russia-the Islamic World: KazanForum”, Tatarstan Prime Minister Aleksey Pesoshin and Head of the Federal Service for Accreditation Dmitry Volvach signed an agreement on interaction and cooperation in the development of the halal industry.
