Rustam Minnikhanov: “Further economic development is impossible without staff training system”

On December 16 at a meeting on staffing support of economic sectors in Almetievsk Tatarstan President Rustam Minnikhanov said that further innovative development and economic modernization of Tatarstan is impossible without staff training system.
He noted that the lack of highly skilled staff at major enterprises, Kama industrial cluster and Special Economic Zone “Alabuga” impedes industrial modernization. New engineering centres will require highly skilled engineers, he added.
Minister of Education and Science Engel Fattakhov said that Tatarstan system of professional education is one of the largest in Russia. He also informed about measures taken after the previous meeting held on October 13, 2012 at Kazan engine-building production association.
Engel Fattakhov continued that there are 61 secondary professional educational institutions in the republic that have been under supervision of the Ministry of Education and Science from August 2013. Next year resource centres are to be established at the premises of these institutions.
Another important task to be fulfilled is informational support of the system of secondary professional education. Therefore, 15 pilot institutions will be chosen in 2014 to implement the project.
Minister of Industry and Trade Ravil Zaripov, in his turn, told that annual demand for skilled workers at main industrial enterprises is 6.5 thousand people. He believes that the priority task is to carry out audit at secondary professional educational institutions and work out certain managerial solutions in this regard.
Tatarstan President focused on the problem of outflow of talented young people from the region, and spoke for enhancing prestige of working class professions.
The programme of professional education development in Tatarstan for 2014-2020 was also presented at the meeting.
Tatneft Deputy Director General Rustam Mukhamadeev told about experience in oil-and-gas scientific-educational cluster.
Rustam Minnikhanov commented that Tatneft has a well-organised staff training system and other companies should use their experience.
On May 26, speaking at a briefing in the Cabinet of Ministers of the republic held in a videoconference mode with participation of all municipal regions of Tatarstan and focused on events scheduled for June 1, International Children’s Day, as well as the implementation of the “Summer in Tatarstan” programme, Deputy Prime Minister of the republic Leyla Fazleeva appealed that parents should closely supervise their children during recreational activities near water in order to prevent accidents.
On 18 May ay the CIPR conference in Nizhniy Nogorod the Tatarstan Deputy Prime Minister Roman Shaykhutdinov, the Rector of the Innopolis University Aleksandr Gasnikpov and the Vice-rector of the University Yevgeny Bobrov will take part at round tables session of the conference.
Experts will discuss the role of Tatarstan and Innopolis as one of the key technological centers of the country and how regional innovative platforms help to solve tasks of the whole Russian industry. A special emphasis will be placed on the digital transformation of the oil and gas sector and how large clusters and scientific and technological centers are becoming drivers of industry change.
On 16 May, speaking at a meeting in the Government House of the republic held by the regional Prime Minister Aleksey Pesoshin with participation of the Rais (Head) of Tatarstan Rustam Minnikhanov and all municipalities taking part in it via videoconference, the Minister of Agriculture and Food of the republic Marat Zyabbarov reported that the sowing of spring crops is in full swing in the republic with 1m 38 thousand hectares or 61 per cent of the planned have been sown.
On May 14, on the sidelines of the XVII International Economic Forum “Russia-the Islamic World: KazanForum”, Tatarstan Prime Minister Aleksey Pesoshin and Head of the Federal Service for Accreditation Dmitry Volvach signed an agreement on interaction and cooperation in the development of the halal industry.
