Ildar Khalikov: “We have certain achievements and reserves in the sphere of energy saving in Tatarstan”

On March 18 Tatarstan Prime Minister Ildar Khalikov held a session on results of the regional energy saving and efficiency programme implemented in 2013, and setting tasks for 2014 within the framework of the exhibition “Energy. Resource saving”.
Chairman of the Supervision Council of the State Corporation "Housing and Utility Reform Foundation" Sergey Stepashin, Board Chairman of the State Corporation "Housing and Utility Reform Foundation" Konstantin Tsitsin, Russian Deputy Minister of Energy Anton Inyutsyn took part in the session.
Opening the session, Ildar Khalikov thanked distinguished guests from Moscow for participation, and highly estimated exposition presented at the exhibition “Energy. Resource saving”. He also called heads of enterprises and representatives of municipalities for visiting the exhibition and become familiar with state-of-the-art energy-saving technologies.
According to Ildar Khalikov, energy-saving state policy has been implemented in Tatarstan for 15 years.
“We have certain achievements and large reserves,” he added. However, work on increasing energy efficiency is carried out not actively enough at budgetary and municipal institutions.
Vice-Premier, Minister of Industry and Trade Ravil Zaripov made a keynote report at the session. He told that 441 million roubles were spent under federal energy-saving programme in 2013. Development of heat supply schemes for cities and townships started last year.
Ravil Zaripov continued that the share of industrial sector in terms of consumption of primary energy resources makes 85 per cent. He also focused on energy-saving measures taken at regional enterprises. Total budget expenses for payment of energy resources at budgetary organisations make 6.5 billion roubles per year.
Chairman of the Supervision Council of the State Corporation "Housing and Utility Reform Foundation" Sergey Stepashin appreciated systemic work in the sphere of energy saving carried out in Tatarstan. He noted that Russia has to develop its own energy-saving solutions. A considerable part of energy-saving potential belongs to housing and municipal economy sector, he said.
Sergey Stepashin called construction of energy-saving houses one of the ways to increase energy efficiency. By the way, the foundation stone of the first house was laid yesterday in Kazan, and Sergey Stepashin offered to make Tatarstan a leading region by the number of such houses.
Anton Inyutsyn, in his turn, told about foreign practices in increasing energy efficiency of economy and certain tasks to be fulfilled by Russian Ministry of Energy.
Addressing regional leadership, Anton Inyutsyn suggested imposing certain requirements on ministries, and developing the procedure to estimate energy efficiency. He also offered to launch a pilot project on attracting non-budget investments in modernization of budgetary institutions.
At the end of the session, awards were presented to best municipalities, ministries and agencies, winners of the contest on implementation of regional energy-saving programme and increasing energy efficiency in 2013. Schneider Electric and Kazan State Power Engineering University signed the agreement on rendering educational services.
On 9 May Tatarstan Prime Minister Aleksey Pesoshin took part in a ceremony of laying flowers to the monument “The victorious soldier” dedicated to the celebrations of the Day of Victory in the Great Patriotic War (WW II) 1941-1945 and held at Arsk cemetery in Kazan.
On 8 May, speaking at a meeting held by the Rais (Head) of Tatarstan Rustam Minnikhanov in the Government House of the republic with participation of the Acting Chairman of the State Council of the republic Marat Akhmetov and the regional Prime Minister Aleksey Pesoshin, the Minister of Construction, Architecture and Housing Utilities Sector of the republic Marat Ayzatullin reported that capital overhaul of social facilities is in full swing in the republic with 170 educational facilities having been included into regional and federal programmes.
On 4 May at a briefing held in the Tatarstan Government House it was told that currently there are 92 combat veterans, the last witnesses of the Great Patriotic War (WW II) of 1941-1945, living in the republic. The briefing also informed about veterans’ support measures and how the republic is planning to celebrate the Victory Day on 9 May.
The Deputy Prime Minister of the republic Leyla Fazleeva told that names of 353 Heroes of the Soviet Union from Tatarstan “ are immortalized in street names, on memorials, in monuments and squares and, of course, in our memory”. “The Victory Day is the day of memory, mourning and joy. It is the event which today should be clearly understandable to all young people and younger generation of Tatarstan,” she said.
