The system of “one window” for property registration

Along with other Russian regions Tatarstan has started developing the system of “one window” for property registration.
RT PM R.N.Minnikhanov, Deputy minister of economic development of Russian Federation, Chairman of lawyers association Directorate of Russian Federation, Igor Manylov discussed implementation of RF President law dated 25.12.2008 “On federal service of state registration, cadastre and cartography” at a meeting in RT Cabinet.
According to Igor Manylov quite an urgent issue was discussed at the meeting – unification of Directorates of “Rosregistratsiya”, “Rosnedvizhimost”, “Roskartografiya” and creation of Federal service of state registration, cadastre and cartography. The procedure is expected to allow introducing the system of “single window” in property registration thus helping the citizens to avoid official procedures.
Deputy minister of economic development believes that innovation will be useful for citizens, state and business. “This unified system is an enormous information resource concerning houses, ground areas, limitations, forests, e.t.c. State and municipal bodies need this information when constructing roads and houses. Ecologists, builders and other specialists need it as well”, - he said. “We are thinking of efficiency of this system for users and specialists. It is a possible task, and Tatarstan having “E-government” is the leader in this matter. Tatarstan government is efficiently using this resource. Such experience is important for us, we support such undertakings” - Igor Manylov said.
In fact, technologies are being developed more dynamically than legislation.
The principle of “one window” will start operating by January, 1, 2011. The procedure of documents’ registration is said to take less time.
On 1 April Tatarstan Prime Minister Aleksey Pesoshin and Russian Minister of Healthcare Mikhail Murashko introduced Ayrat Farrakhov, who was appointed the Acting Rector of Kazan State Medical University (KSMU) to its staff.
In his speech Mikhail Murashko emphasized that today KSMU is rightfully considered one of the most respected in the country and said:”Ayrat (Zakievich) has been officially appointed the Acting Rector and I am sure that under his leadership the University will maintain the positions it has achieved and, of course, will continue its development.”
On 31 March in the Government House of the republic Tatarstan Deputy Prime Minister Leyla Fazleeva hold a meeting of the Commission on the Russian language under the Rais of Tatarstan, which considered key issues of supporting and developing Russian language, including new educational initiatives and discussed programmes of popularization of Russian literature and activities to preserve the language heritage.
On 28 March, speaking at a meeting held by Tatarstan Prime Minister Aleksey Pesoshin in the Government House of the republic with participation of the Acting Chairman of the State Council of the republic Marat Akhmetov and all municipalities taking part in it via videoconference, the regional Minister of Ecology and Natural Resources Azat Ziganshin informed that the regional central cleaning up action will be held in the republic on 25 April and clarified that the location of the national cleanup day will be announced later as the site will be chosen taking into account the opinions of Tatarstan residents.
On 28 March, speaking at a meeting held by Tatarstan Prime Minister Aleksey Pesoshin in the Government House of the republic with participation of the regional and the Acting Chairman of the State Council of the republic Marat Akhmetov and all municipalities taking part in it via videoconference, the regional Deputy Minister of Construction, Architecture and Housing Utilities Sector Damir Shaydullin informed about statistics on the collection of utility bills payments from the population and data on the payment discipline of enterprises and organizations of the republic.
