Russian Prosecutor General Yury Chaika: “Prosecutors do not pay enough attention to reveal corruption facts at the local level”

On March 27, Russian Prosecutor General Yury Chaika held a meeting on results of work of prosecution bodies of Volga Federal District in 2013 and measures on increasing efficiency of activity on consolidation of legality in 2014 in Kazan.

Presidential Envoy in Volga Federal District Mikhail Babich, Deputy Prosecutor General of Russia Sergey Zaitsev, Tatarstan President Rustam Minnikhanov and other officials took part in the meeting.

Opening the meeting, Yury Chaika said that last year the efforts of prosecutors were focused on supervisory measures on counteraction to social and economic offences, providing interaction with authorised bodies and quick response to facts of law violation.

As a result of their work, the rights of citizens were restored, money compensations were paid. In particular, the number of contested legal acts increased by 60 per cent; three times as many guilty people were brought to trial, the number of petitions increased by 18 per cent.

Yury Chaika noted that special attention was paid to prevention and suppression of illegal use of budgetary funds.

According to Yury Chaika, there were some shortcomings in supervisory activities. Prosecutors do not pay enough attention to reveal corruption facts at the local level, seldom make proposals to improve municipal legislation, he said.

In general, Yury Chaika pointed out issues that need urgent prosecutors’ attention and required to focus on human rights function of prosecution agencies, anti-corruption and crime prevention measures as well as solution of other tasks on consolidation of legality.

Deputy Prosecutor General of Russia Sergey Zaitsev made a keynote report at the meeting.
