Rustam Minnikhanov and Sergey Maksin discuss project on creation of innovative engineering center – science city OAO “Shwabe” at Smart City Kazan

On March 27, at their meeting at Tatarstan Government House Tatarstan President Rustam Minnikhanov and Director General of OAO “Shwabe” Sergey Maksin discussed a project on creation of innovative engineering center – science city OAO “Shwabe” at Smart City Kazan.
Sergey Maksin briefly told about the company’s economic performance and prospects of further development.
To the point, Shwabe Holding is part of State Crporation “Rostech”. The project on creation of optoelectronic engineering center – science city OAO “Shwabe” was presented within the framework of a field session of the Military-industrial commission of the Russian Federation with participation of Russian Vice-Premier Dmitry Rogozin in October 2013 in Kazan.
The main task of the science city is to ensure the development of modern competitive thermal imaging channels, optoelectronic modules and devices based on them for optical and optoelectronic systems, providing sustainable financial standing and creating conditions for further development of Shwabe enterprises.
Rustam Minnikhanov offered to assign a working group for step-by-step project development.
Also, an agreement on cooperation in scientific and technical, production and industrial spheres was signed between Kazan Federal University and OAO “Shwabe".

On 10 March, speaking at a briefing dedicated to the development of the national Max messenger in Tatarstan and held in the Government House of the republic with all municipalities taking part in it via videoconference, the Minister of Digitalization of Public Administration, Information Technologies and Communication of the republic Ilya Nachvin informed that according to the data of March 2026 about 1.5m residents of Tatarstan use domestic Max messenger.
On 5 February Tatarstan Prime Minister Aleksey Pesoshin took part in ceremony of awarding winners of the regional competition “The Woman of the Year. The Man of the Year: A Woman’s View” held at the Korston Leisure and Recreation Center in Kazan.
On 4 March at a briefing in the Government House of the republic Tatarstan Minister of Land and Property Relation Fanil Agliullin told about changes in land legislation enforced from 1 March of the current year. He said that they simplify a number of procedures for land plot owners including expanding the possibilities for land use and changing the rules for changing the category of a plot.
On 2 March in her address on the occasion of the Mentor’s Day, Tatarstan Deputy Prime Minister Leyla Fazleeva congratulated residents of the republic with the event and wrote: “Since 2025 this holiday established by Russian President Vladimir Putin has occupied a worthy place in the calendar of significant dates of our country, emphasizing the high status and significance of the mentoring mission.
