Rustam Minnikhanov: Cooperation between Tatarstan and Xinjiang is not well developed yet

On April 15 at his meeting with Zhang Chunxian, a member of Political Bureau of the Central Committee of Communist Party of China, Secretary of the party committee of Xinjiang Uygur Autonomous Region in Urumqi, Tatarstan President Rustam Minnikhanov said that Tatarstan and Xinjiang Uygur Autonomous Region have many opportunities for cooperation.
Tatarstan President thanked Zhang Chunxian for hospitable reception in Xinjiang Uygur Autonomous Region: “We appreciate the opportunity to develop cooperation between China and Tatarstan. We have arrived to develop economic, scientific-technical, cultural and educational cooperation. We are willing to expand cooperation with Xinjiang Uygur Autonomous Region.”
Speaking about development of relationships between Tatarstan and China, Tatarstan President told about participation of CNCEC corporation in construction of Ammony plant, and constant exchange of delegations.
Tatarstan Vice-Premier, Minister of Agriculture and Food Marat Akhmetov, Aide to Tatarstan President on international activity Radik Gimatdinov, Chief Executive of Tatarstan Investment Development Agency Linar Yakupov, OAO “TAIF” Board Chairman Rustem Sulteev, OAO “Tatneft” Director General Nail Maganov, OAO “Tatneftekhiminvest-holding” Director General Rafinat Yarullin, Chairman of Tatartsan Chamber of Commerce and Industry Shamil Ageev took part in the meeting.
“We have got great opportunities for cooperation, therefore we should intensify work in all areas. We know that many Chinese companies are willing to expand their business in Russia. Tatarstan may become the right place to enter Russian market. I see prospects in oil processing and petrochemical industries, engineering, agriculture, food industry, education and science, sport and tourism” Rustam Minnikhanov said.
Rustam Minnikhanov thanked leadership of Xinjiang Uygur Autonomous Region for comfortable conditions provided for Tatars.
Zhang Chunxian expressed confidence in successful visit of Tatarstan delegation, and told about economic development of Xinjiang Uygur Autonomous Region.
Zhang Chunxian offered Rustam Minnikhanov to expand cooperation in construction of the transport corridor “Silk way”.
Xinjiang Uygur Autonomous Region can share the experience in creation of special economic zones and is interested in student exchange. Both regions are attractive for tourists, Zhang Chunxian added.
At the end of the meeting, Kazan Federal University and Xinjiang University, Tatarstan Chamber of Commerce and Industry and Xinjiang Trade Promotion Committee signed agreements on cooperation.
On 26 March Tatarstan Prime Minister Aleksey Pesoshin took part in a meeting of the Council by the Russian Presidential Envoy in the Volga Federal District dedicated to rural demographic policy held by the Russian Presidential Envoy in the District Igor Komarov in Nizhniy Novgorod with participation of heads of federal ministries concerned, representatives of the Federal Assembly and heads of federal entities of the Volga Federal District. The participants of the meeting discussed such topics as the demographic situation, implementation of federal programmes and the best regional practices, and the results of the meeting will be used for preparing comprehensive solutions of such tasks set by Russian President Vladimir Putin as preservation of the population, strengthening health, raising prosperity of people and supporting families.
On 24 March, speaking at a briefing on achievements of preventive medicine last year and plans for 2026 held in the Government House of the republic, representatives of Tatarstan Healthcare Ministry said that medical check-ups are proving their effectiveness in preserving the health and lives of residents of the republic.
Thus the regional Healthcare Minister Almir Abashev informed: “Over the past five years, a clear course has been set to ensure that preventative medicine in the country gains momentum. Starting from 2022 the number of people who should have their medical check-ups in this or that year is growing. We are facing a task of covering more than 70 per cent of elderly people with check-ups by 2030.”
On March 10, the third meeting of the organizing committee on preparation and holding of the 20th anniversary Russian Venture Forum 2026 to be held in Kazan from April 8 to 10, chaired by Russian Minister of Science and Higher Education Valery Falkov and with participation of Tatarstan Prime Minister of the Republic of Tatarstan and co-chair of the forum’s organizing committee Aleksey Pesoshin, President of the Academy of Sciences of Tatarstan Rifkat Minnikhanov, Director of the Investment and Venture Fund of Tatarstan Damir Galiev as well as representatives of federal and regional authorities, development institutions and partner organizations via videoconference, took place.
On 10 March, speaking at a briefing dedicated to the development of the national Max messenger in Tatarstan and held in the Government House of the republic with all municipalities taking part in it via videoconference, the Minister of Digitalization of Public Administration, Information Technologies and Communication of the republic Ilya Nachvin informed that according to the data of March 2026 about 1.5m residents of Tatarstan use domestic Max messenger.
