Tatarstan Prime Minister answered questions live on air from TV 24 journalists

The program was broadcasted from Centre of international trade in Moscow where All-Russian forum for small and medium entrepreneurship was held.

Rustam Minnikhanov said that it is necessary to find financial instruments to help small and medium enterprises with purchasing modern equipment, machinery high-tech engineering tools. He considers it to be impossible under crisis conditions without governmental support. One of such instruments may be leasing companies with attraction federal and regional finances.

Answering the questions regarding the system of on-line bargaining which may help small and medium enterprises with participating in state purchasing, Tatarstan Prime Minister said that on-line trade site has been already created in republic (www.tattis.ru)

The Republic of Tatarstan has become one of 3 “pilot” regions where the project of on-line trade sites will be tested. The project is planned to be launched in summer and scaled on-line bargaining for realizing state purchasing are to be started in January 2010.

Rustam Minnikhanov said that state purchasing in Tatarstan is already being carried out via on-line bargaining in Tatarstan. For instance, all necessary goods, services, equipment for capital repair (within implementation of federal law № 185 “About fund of assistance to housing and communal reform”) are being purchased via on-line trade sites.

By the words of Tatarstan Prime Minister it is planned to attract large industrial enterprises for trade via on-line trade site (as far as their purchases are also significant). “On-line trade site will allow avoiding corruption making the procedure of state purchasing more transparent”, - Rustam Minnikhanov said.
