Speaking at yesterday’s 53rd session of Tatarstan State Council of the 4th convocation, Tatarstan President Rustam Minnikhanov said that Tatarstan State Council has a special place in the political system of Tatarstan and is formed by the only source of power, the multiethnic people of Tatarstan.
To the point, yesterday’s meeting was the concluding session of the fourth Tatarstan State Council. Chairman of Tatarstan State Council Farid Mukhametshin made a report on results of the five-year performance of Tatarstan legislative branch. By and large, the present Tatarstan State Council has held 55 sessions, which reviewed 2,580 issues and adopted 589 laws and 3,082 resolutions.
Among the most important laws passed by the regional parliament Farid Mukhametshin called the law on state symbols of Tatarstan, Tatarstan socio-economic programme for 2011-2015, laws on state awards, protecting citizens’ rest during night time, substance abuse and drug prevention, development small and medium business, innovations, and others.
Speaking at the event, Rustam Minnikhnaov said that many changes have taken place in the country and republic over the last five years . The important steps have been taken in the development of major innovative projects, such as the construction of a deep processing complex for heavy oil residue “TAIF-NK”, a complex of refinery and petrochemical plants in Nizhnekamsk by OAO "Tatneft", an integrated complex for the production of ammonia, methanol and granular urea in Mendeleevsk, as well as a plant for the production of ABS plastics at “Nizhnekamskneftekhim" (commissioned in 2013).
The republic is actively developing and modernizing OAO "KAMAZ". In addition, Kazan began production of composite parts for the aviation industry at the new plant "KAPO-Composite". BASF has launched the first production line for the production of construction chemicals at technopolis "Himgrad". "Kama Crystal Technology" is implementing an innovative project for the production of synthetic sapphire for electronic and aviation industries.
Rustam Minnikhanov reminded that in 2012 a decision to establish the second economic zone, “Innopolis”, in the republic was made at the federal level. Today, the work on the construction of a satellite town "Innopolis" as well as creation of a new investment platform for the development of international and Russian business, "Smart City Kazan", is underway.
Particular attention is paid to the development of major agro-industrial complexes, small farms and private farmsteads in the republic.
Tatarstan President stressed that due to achievements in the economy the quality of life of citizens is improving.
The holding of World Student Games in Kazan also gave a strong impetus to the development of the republic.
"The role of the parliament today is not confined exclusively to the legislative activity. The members of parliament need to represent the entire scope of public sentiments and be sensitive to voters’ requests. The representative functions of the regional parliament will do nothing but increase, posing serious challenges for the new State Council. Tatarstan provides conditions for civil society institutions. Tatarstan State Council takes an active part in it,” Rustam Minnikhanov pointed out.
On 18 May ay the CIPR conference in Nizhniy Nogorod the Tatarstan Deputy Prime Minister Roman Shaykhutdinov, the Rector of the Innopolis University Aleksandr Gasnikpov and the Vice-rector of the University Yevgeny Bobrov will take part at round tables session of the conference.
Experts will discuss the role of Tatarstan and Innopolis as one of the key technological centers of the country and how regional innovative platforms help to solve tasks of the whole Russian industry. A special emphasis will be placed on the digital transformation of the oil and gas sector and how large clusters and scientific and technological centers are becoming drivers of industry change.
On 16 May, speaking at a meeting in the Government House of the republic held by the regional Prime Minister Aleksey Pesoshin with participation of the Rais (Head) of Tatarstan Rustam Minnikhanov and all municipalities taking part in it via videoconference, the Minister of Agriculture and Food of the republic Marat Zyabbarov reported that the sowing of spring crops is in full swing in the republic with 1m 38 thousand hectares or 61 per cent of the planned have been sown.
On May 14, on the sidelines of the XVII International Economic Forum “Russia-the Islamic World: KazanForum”, Tatarstan Prime Minister Aleksey Pesoshin and Head of the Federal Service for Accreditation Dmitry Volvach signed an agreement on interaction and cooperation in the development of the halal industry.
On May 14, Prime Minister of Tajikistan Kokhir Rasulzoda, who arrived on a working visit in Kazan to take part in the events of the XVII International Economic Forum “Russia-the Islamic World: KazanForum”, was met by Prime Minister of the republic Aleksey Pesoshin and other officials at the Kazan International Airport.
