Rustam Minnikhanov speaks at a meeting of Russian State Council

On September 18, speaking at a Russian State Council meeting in Moscow, Tatarstan President Rustam Minnikhanov said: “Due to major projects being implemented in Tatarstan, the cluster industrial output will increase three times and total 2 trillion roubles by 2020. To attain this goal, state aid for rapid development of social, transport, energy and engineering infrastructures is required.”
The State Council meeting held by the President Vladimir Putin focused on focused on the development of Russian business and making it more competitive on the global market in the context of Russia’s membership in the World Trade Organisation.
Opening the meeting, Vladimir Putin said that the main goal is to make use of one of Russia’s greatest competitive edges – its vast home market, to fill it with high quality goods produced by the real sectors of the national economy, maintaining, naturally, stability and balance within the market and the economy as a whole, and bearing in mind the consumers’ interests. We are actually trying to develop such an economic policy, such a strategy that would ensure that all the efforts of the federal and regional authorities are directed at the development of the real sectors of the economy. Among priority measures Vladimir Putin mentioned the creation of new conditions for funding businesses that would be internationally competitive, development of infrastructure. According to him, training skilled professionals for the real sector of the economy is another important area of activity. Putin said that this work is being actively carried out in such regions of the Russian Federation and others.
Speaking at the meeting, Rustam Minnikhanov said that Tatarstan has drafted some proposals on methods of cluster support and state aid. According to Tatarstan President, the Kama innovative territorial industrial cluster has been determined as Tatarstan economy’s main point of growth for the next ten years. Rustam Minnikhanov told about preparing a regional programme for development of the petrochemical industry for 2015-2019, due to which by 2019 up to 22 million tonnes of oil with a processing depth of not less than 95 per cent will be refined in the republic annually. Tatarstan President also reported on implementation of innovative projects, such as Kazan Smart City, Innopolis (an innovative satellite township) and others.
