New Chief Executive of Tatarstan Investment Development Agency introduced to staff

On October 20, introducing new Chief Executive of Tatarstan Investment Development Agency Taliya Minullina to the staff, Tatarstan Prime Minister Ildar Khalikov said that the former head of the agency Linar Yakupov was offered another job and he addressed Tatarstan President with request to approve the proposal.
Ildar Khalikov noted that since his appointment as Chief Executive of Tatarstan Investment Development Agency Linar Yakupov has proved that opening of the agency was necessary. He also mentioned the agency’s merits in attraction of investments, development of normative and legal base and holding of Kazansummit forum.
Ildar Khalikov thanked Linar Yakupov and employees of the agency for successful work.
Introducing Taliya Minullina, Ildar Khalikov said that she worked at Tatarstan Ministry of Economy and Tatarstan President’s Administrative Office, and handed the portfolio of Tatarstan Government’s member.
Ex-Chief Executive of Tatarstan Investment Development Agency Linar Yakupov thanked employees of the agency and wished them to work successfully under direction of the new Chief Executive.

Minullina Taliya Ilgizovna was born on April 24, 1985 in Kazan. She graduated from Tatar State Pedagogical University of Humanities major in “Foreign languages” (2007), did MA degree in Great Britain and professional training course in SKOLKOVO (Moscow).
After graduation Taliya Minullina started working as a senior specialist at the Department of Investment and Innovative Activity of Tatarstan Ministry of Economy and Industry.
From 2007-2010 – filled different posts at Tatarstan Ministry of Economy.
2010 – started working at Tatarstan President’s Administrative Office
From 2013 – Head of the Division under the Tatarstan Presidential Department of public service and personnel
On 15 December, speaking at a meeting of the competition committee of the regional public competition “The Manager of the Year” about its results in 2025, Tatarstan Prime Minister Aleksey Pesoshin said that the list of 155 participants (nominees), who are heads of enterprises and organizations from various industries and sectors of the economy, for the competition was formed based on recommendations from regional ministries and departments, city and district municipalities, employers' associations and the Federation of Trade Unions of the republic.
On 6 December speaking at a regional meeting held by the Rais (Head) of Tatarstan Rustam Minnikhanov in the Government House of the republic with all municipalities taking part in it via videoconference, the regional Minister of Construction, Architecture and Housing Utilities Sector Marat Ayzatullin reported about progress in implementation of the of multi-apartment houses capital overhaul programme.

Your boundless kindness, sincere desire to help others and active civic position deserve special recognition and deep gratitude. There are over 5,000 volunteer associations operating successfully in Tatarstan, with a total membership of over 220,000 caring people of all ages and professions. Every year the contribution of volunteers into public life of the republic becomes more noticeable.
On 4 December Tatarstan Deputy Prime Minister Shamil Gafarov, who is the Chief of Staff of the Office of the Cabinet of Ministers of the republic, took part in a strategic session on the establishment of an inter-university campus in the republic being held at the Kazan Aircraft University on 4-6 December with participation of more than 100 people and more than 40 experts in politics, economy, science, education and industry from all over Russia.
