Ildar Khalikov: Strategic planning is important today

On October 28, at a plenary session “Plans and reality: opportunities and restrictions of the new system of strategic planning in conditions of developing political and economic situation” within the framework of XIII All-Russian forum “Strategic Planning in the Regions and Cities of Russia” in St. Petersburg, Tatarstan Prime Minister Ildar Khalikov said that strategic planning is important today.
The moderator of the session, which was organized as an open discussion of leading Russian experts, was the dean of the Department of liberal arts and sciences of St. Petersburg State University, Chairman of the Committee of civiс initiatives Aleksey Kudrin.
Speaking at the session, Ildar Khalikov said that Tatarstan delegation came to the forum because strategic planning is of high priority in the republic. He noted that Tatarstan is developing the Strategy of its economic development (Strategy-2030) in cooperation with Leontief centre.
Khalikov continued that strategic planning is becoming more important as a tool of long-term development considering current challenging economic situation, and such factors as human capital, spatial and economic development need to be taken into consideration.
Answering the questions, Ildar Khalikov said that today Tatarstan competes with other regions and countries in terms of certain economic indicators, and the priority task is to improve citizens’ quality of life.

On 15 December, speaking at a meeting of the competition committee of the regional public competition “The Manager of the Year” about its results in 2025, Tatarstan Prime Minister Aleksey Pesoshin said that the list of 155 participants (nominees), who are heads of enterprises and organizations from various industries and sectors of the economy, for the competition was formed based on recommendations from regional ministries and departments, city and district municipalities, employers' associations and the Federation of Trade Unions of the republic.
On 6 December speaking at a regional meeting held by the Rais (Head) of Tatarstan Rustam Minnikhanov in the Government House of the republic with all municipalities taking part in it via videoconference, the regional Minister of Construction, Architecture and Housing Utilities Sector Marat Ayzatullin reported about progress in implementation of the of multi-apartment houses capital overhaul programme.
On 5 December, congratulating volunteers with the International Volunteers Day, Tatarstan Deputy Prime Minister Leyla Fazleeva wrote in her address: “
Your boundless kindness, sincere desire to help others and active civic position deserve special recognition and deep gratitude. There are over 5,000 volunteer associations operating successfully in Tatarstan, with a total membership of over 220,000 caring people of all ages and professions. Every year the contribution of volunteers into public life of the republic becomes more noticeable.
On 4 December Tatarstan Deputy Prime Minister Shamil Gafarov, who is the Chief of Staff of the Office of the Cabinet of Ministers of the republic, took part in a strategic session on the establishment of an inter-university campus in the republic being held at the Kazan Aircraft University on 4-6 December with participation of more than 100 people and more than 40 experts in politics, economy, science, education and industry from all over Russia.
