First vice-premier of Tatartsan Government Ravil Muratov held session of "round table” with participation of executive committees’ chiefs of municipal regions and city districts of republic

The session of «round table» with participation of executive committees’ chiefs of municipal regions and city districts of the Republic Tatarstan was held today by First vice-premier of RT Government Ravil Muratov.

The session took place in KRK «Korston» (Kazan), together with presidium of municipal formations council of RT, and it was devoted to performance of actions on implementing assignments given by RT President in sphere of budgetary and financial policy in Tatarstan for 2010-2012.

The chief of RT President Administration Yury Kamaltynov, chairman of RT Council of municipal formations, head of Cheremshansky municipal region Minsagit Shakirov took part in the event.

RT First deputy minister of economy Alevtina Kudryavtseva delivered the report on realizing the measures on solving the tasks in sphere of budgetary and financial policy of Tatarstan,
More in detail, she told about development of a network of independent establishments (AU) and their economic activities in educational, cultural, social spheres. Today, 121 AU in educational sphere, 28 - in sphere of culture, 12 - in public health services, etc have been set up in the republic. All in all, the statistics bodies fixed 228 independent establishments.

Alongside with positive changes, which were contributed by independent establishments (growth of wages in AU, improvement of services quality rendered to the population), there are, however, the problems. So, there is no center of responsibility on AU monitoring activity, in the ministries there is no strategy of further AU development, besides, there is no system of independent auditing of AU activity, Alevtina Kudryavtseva considers.

According to Mrs. Kudryavtseva, the offer was made from heads of independent establishments to create republican Association of AU - for development of the coordinated decisions.

Director of independent educational establishment «Kazan trade and economic technical school» Andrei Artemyev told about activity of technical school after it had passed in the category of independent ones. So, optimization of staff numbers happened, feedback of labour collective increased due to interaction with potential employers, educational process improved. As a result, competition increased for all specialities, offered to entrants.

Director of State Unitary Enterprise "Agency on state order, investment and interregional relations" Yakov Geller told about the issues of placing municipal order and work of electronic commodity-information system of RT».

RT Deputy minister of work, employment and social protection Natalia Butaeva told about activity of independent establishments in social sphere by results of 2008. She informed that in republic 24 % from total number of social establishments passed to the category of independent ones. These are house-boarding schools for the elderly and disabled, the centers of social adaptation for children with limited opportunities, the centers of social adaptation for citizens without certain residence and so forth. Number of these establishments offered new forms of social service for the population. Lack of the free spaces in houses-boarding schools does not allow rendering additional services, Natalia Butaeva noted.

How the work is going on creation of independent establishments in Naberezhnye Chelny city, the head of city’s executive committee Vasil Shaikhraziev reported.
