Russian Presidential Envoy in Volga Federal District Mikhail Babich holds meeting on liquidation of consequences of the fire at Admiral shopping mall

On March 26, at Tatarstan Government House, Russian Presidential Envoy in Volga Federal District Mikhail Babich held a meeting on liquidation of negative consequences and investigation of causes of the fire at Admiral shopping mall (Kazan).
By the order of Mikhail Babich, analysis of the data connected with causes and conditions of the fire has been done.
According to assessment of specialists and inspections, violation of fire safety regulations and federal laws by the owners and the principal lessee of the shopping center caused significant loss of life. The fire brigade arrived at the site in time.
Main efforts were aimed at evacuation of people from the building and fire extinguishing. However, the call about ignition was received too late, there were no fire safety systems installed in the attached premises and those at the main building were out of service.
The regional branch of Russia's Investigative Committee is investigating the case. Meanwhile, several individuals linked to the mall have been taken into custody or placed on wanted lists in connection with the ongoing investigation.
According to Mikhail Babich, certain laws and regulations on ensuring safety at public places need to be updated.
In order to prevent such accidents, planned inspections and municipal planning control must be carried out on regular basis to find places where buildings are erected without legal permits and approvals.
Moreover, accidents that happened at shopping malls in Volga Federal District for the last few years must be analyzed.

On 15 December, speaking at a meeting of the competition committee of the regional public competition “The Manager of the Year” about its results in 2025, Tatarstan Prime Minister Aleksey Pesoshin said that the list of 155 participants (nominees), who are heads of enterprises and organizations from various industries and sectors of the economy, for the competition was formed based on recommendations from regional ministries and departments, city and district municipalities, employers' associations and the Federation of Trade Unions of the republic.
On 6 December speaking at a regional meeting held by the Rais (Head) of Tatarstan Rustam Minnikhanov in the Government House of the republic with all municipalities taking part in it via videoconference, the regional Minister of Construction, Architecture and Housing Utilities Sector Marat Ayzatullin reported about progress in implementation of the of multi-apartment houses capital overhaul programme.
On 5 December, congratulating volunteers with the International Volunteers Day, Tatarstan Deputy Prime Minister Leyla Fazleeva wrote in her address: “

There are over 5,000 volunteer associations operating successfully in Tatarstan, with a total membership of over 220,000 caring people of all ages and professions. Every year the contribution of volunteers into public life of the republic becomes more noticeable.
On 4 December Tatarstan Deputy Prime Minister Shamil Gafarov, who is the Chief of Staff of the Office of the Cabinet of Ministers of the republic, took part in a strategic session on the establishment of an inter-university campus in the republic being held at the Kazan Aircraft University on 4-6 December with participation of more than 100 people and more than 40 experts in politics, economy, science, education and industry from all over Russia.
