Rustam Minnikhanov held anti-recessionary meeting with heads of small oil companies

Prime minister of Tatarstan Rustam Minnikhanov  held today in Almetievsk meeting with heads of small oil-extracting companies of the  republics with  participation of heads of some   republican ministries and departments and  federal structures in Tatarstan.Formal occasion for a meeting became summarizing work of  the  branch for 9 months,  which prime-minister  named a determining  for a social and economic life in conditions of crisis. Practically it was a question of the problems,  stirring  a successful work of the companies.

In current to year smal oil companies   because of crisis have essentially lowered the main  parameters of work: proceeds, capital investments, drilling, geological prospecting, tax deductions. General director of JSC  "Nefteconsortium " Fanis Valeev  informed on this. But  it became  possible to keep volumes and rates of oil  growth production. For 9 months 2009,  small oil companies  have extracted  4,951 million tons of oil, that  by  104 thousand tons is more in comparison with the corresponding  period of 2008. It has made 20,4 percent of republican extraction against 19,9 percent in 2008.

The  consolidated RT  budget received  2,4 billion roubles. 222 million roubles have been directed  for  the republican program of  social mortgage.

The main thing, according to F.Valeev, in conditions of crisis it was possible to preserve  small oil companies. Great value rendered   anti-recessionary measures of support from the Government of republic and "Tatneft". The latter  has made a decision on  cancelling  advance payments for services,  granted  delay on financing major overhaul of  oil pipeline in  Nurlat region. The debts of the small companies against "Tatneft" have been  re-structured. Government RT promoted decrease  in a payment for connection of oil-field objects to electric systems.

General director of  " Tatneft " Shafagat Tahautdinov   expressed concern over  decreasing  volumes of drilling in small oil companies  that may  lead to reduction of oil extracting and loss of the drilling specialists. As support he   suggested to take advantage on favorable terms of Tatneft  opportunities  in this sphere.

Rustam Minnikhanov for  operative resolving  of the principle  questions raised  at  a meeting  gave  concrete assignments. At the same time,  he  promised to take corresponding  measures to those who under covering of crisis tries to evade from the financial obligations to the state.
