4 June 2015, Thursday
On June 4, speaking at a meeting of the Cabinet of Ministers on results of work of fuel-energy and housing-utilities sectors in 2014/2015 heating season and tasks on efficient preparation for 2015/2016 heating season, Tatarstan Prime Minister Ildar Khalikov said that one criterion for assessment of the heat supply in Tatarstan is the decreased number of complaints from consumers.
“The decrease in complaints is accounted for by higher stability of performance and quicker response to complaints,” Khalikov said.
Making a keynote report at the meeting, First Deputy Minister of Construction, Architecture and Housing of the republic Alexei Frolov said that the heating season begun on September 16, 2014 and continued until May 12. 2015. The heating system of the housing stock was 95 per cent prepared for the heating period, while that of public institutions was prepared 100 per cent.
In general, the municipalities provided the launch of heating in due time, prioritising the social facilities. However, I would like to point up delays in the launch of heating in five municipalities: Kazan, Yelabuga region, Verkhny Uslon, Buinsk region and Naberezhnye Chelny, Frolov said.
Besides, there were temporary heating outages, caused by small accidents. Their duration was from 4 to 12 hours. The main causes were broken water pipes and worm holes in indoor heating systems, he concluded.
As of May, the housing and utilities entities’ debt for power consumption is 21.9 million roubles.
Summing up the meeting, Ildar Khalikov noted that preparation for the heating season is the most important.
“I expect good dynamics we have seen in the last two years in supplying heat and managing the heating season will remain throughout the next year,” he concluded.
