Head of Federal Tax Service of Russia: " Leadership of Tatarstan was well prepared for crisis in 2009 "

Leadership of Tatarstan was well prepared for uneasy 2009 that entailed the republic to soften negative consequences of world financial crisis. Such an opinion was stated today by Head of Federal tax service of Russia Mikhail Mokretsov on expanded board of Federal Tax Service Department of the Russian Federation on RT, which was held at the RT Cabinet by Head the RT Government Rustam Minnikhanov.

Opening the board session, R. Minnihanov noted that 2009 was very difficult for republic. « World financial crisis has affected Tatarstan likewise, we have seriously lost in incomes. But save for coherent work of our tax structures, support form the Ministry of Finance of Russia, the situation would be very difficult », - Prime minister emphasized.
«A big burden laid on tax bodies. It was necessary to build work of our structures in such a way that under attempts to hide under crisis, the unwillingness to pay taxes is present», - Rustam Minnikhanov noted.

According to data highlighted in the report by head of DFTS of Russia on Republic Tatarstan Marat Safiullin, the tax bodies in 2009 in RT have collected 210,1 billion roubles in budgets of all levels that by 65 billion is less than in 2008. The federal budget received 77,8 billion roubles (49 billion less), in the consolidated budget of Republic Tatarstan - 85 billion ( minus of 15,6 billion in comparison to 2008).

The taxes on incomes of physical persons arrived in amount of 31,7 billion roubles, TIPI made 37,3 percent of total amount of tax revenues in RT consolidated budget. The profit tax brought in budgets of all levels 28 billion roubles, the VAT provided 15 billion roubles in budgets of all levels. The greatest receipts were traditionally provided with tax to extraction of minerals - 62 billion roubles in budgets of all levels.

By results of inspection test of tax bodies added about 9 billion roubles in view of penal sanctions, out of which 6 billion arrived in the budget.

Results of Tatarstan's tax bodies work were commented by head of FRS Mikhail Mokretsov. The head of Federal tax service thanked Prime minister of Tatarstan Rustam Minnikhanov for the organization of the expanded board in which not only tax specialists, but also heads of the Ministry of Finance and exchequer bodies were present. «For the first time I see such expanded board where all financial block of region » is present, - M.Mokretsov admitted.

Head of FTS highly appreciated the work of Tatarstan leadership regarding economic policy in 2009. « the index of industrial production dropped in 2009 crisis in Tatarstan less, than as a whole across Russia. It speaks that authorities were prepared for a situation », - emphasized M.Mokretsov.

Mikhail Mokretsov designated a number of directions to which tax services of Russia and Tatarstan should develop, in particular.

«Thus, the monthly average salary in Tatarstan in 2009 grew up. And the tax on incomes of physical persons at the same time went down, - head of FTS of Russia noted. - it would be possible to assume, that the delayed debts under the salary grows, but no – they too have decreased. It is a theme for in-depth study - what is really happening».

« More recently President of Russia held meeting on innovations where he noted, that « killed » investor does not creates workplaces. And he warned about the responsibility for such «murder » or help in « murdering », - Mikhail Mokretsov reminded. - Therefore on the agenda there is a point on exception of system of parameters extra charging. It is necessary to penetrate into daily work of the enterprises, to follow their business-plan, business-processes. But we shall not throw inspection - it is necessary to open various schemes of evading taxation, to prove them ».
