Rustam Minnikhanov holds joint session of Security Council and Anti-terrorist commission

On November 3, at a joint session of Security Council, Coordination meeting on ensurance of law and order and Anti-terrorist commission, Tatarstan President Rustam Minnikhanov said that enforcement of public order is a common goal, and all institutions of government and society, owners of buildings and contractors should be involved in solving these problems.

Minnikhanov also suggested involving volunteers, who have gained good reputation during international sports competitions in Kazan, and reminded about the experience of creation of voluntary people's patrols at big industrial enterprises.

Also, Rustam Minnikhanov highly estimated the efficiency of work on constructing administrative and residential complexes for police officers and public guard stations.

Minister of Internal Affairs of the republic Artem Khokhorin reported that the number of criminal offences has increased for the first time in 2015 since 2007, which is not connected with the work of law enforcement bodies and crime detection rate is the best for the last 10 years. He believes that the main reason of this situation is the lack of workforce and means and legal framework for working in former scales.

According to Khokhorin, a complex approach to the problem on the part of law enforcement bodies, municipalities, ministries and agencies is required in order to deal with the current situation.  

Speaking about street crimes, Artem Khokhorin said that its effective prevention is possible with a large number of people controlling public order. He also suggested passing a law “About municipal militia” and putting forward a legislative initiative on enabling regions to provide funding for extra number of police officers.
