Rustam Minnikhanov : «Khimgrad» needs infrastructure development

President of Tatarstan Rustam Minnikhanov holds that a primary attention in a techno-polis «Khimgrad» should be rendered to developing infrastructure. Relevant assignments have been delivered today at the meeting on conclusions upon working visit to the techno-polis.

Rustam Minnikhanov visited engineering–innovation center «Tatneftekhiminvest - holding». This building is going to accommodate the samples of all modern energy saving technologies. Even now a building is heated with pumps using earth warmth from 50 meters depth. The same system is capable to provide air conditioning in summer. L.E.D lamps and advanced technologies for heating walls are used in the building.

RT President authorized to finish construction of the building before May 26, a meeting is planned on these days in Kazan tackling the issue of major repairing of apartment houses with use of energy saving technologies in housing, communal services sector with participation of RF Minister of regional development Victor Basargin. Rustam Minnikhanov charged to have prepared all economic calculations on application of new technologies in utilities sector by this date.

He viewed production of new plastics at the “PlastCompozitMaterial” plant, which are used in auto-component industry likewise.

The plant of “Danaflex” company on production packaging film on territory of “Khimgrad” starts operating form July 1, 2010. Upon commissioning of this new plant, the company will raise its share on Russian market from present 12% to 20 %. But works on building production of “Rosnano” project are being delayed due to lack of financing from statecorporation. Rustam Minniklhanov instructed to render all possible help to a new enterprise.

The President was presented also the project of energy saving apartment house, which is supposed to be constructed on territory of “Khimgrad’. Rustam minnikhanob has approved the project.

Further, Rustam Minnikhanov held a session on issues of “Khimgrad” development. Head of the republic underline that a primary task at present is infrastructure development. «It is necessary to solve the issues of water and heat supply, roads”, he stressed.

Rustam Minnikhanov authorized chief of Kazan executive committee Rafis Burganov to find possibility on cutting tariffs on water. «Technical water cannot cost 9 roubles per cubic meter, head of republic marked. – We could construct a well, but its capacities will not be loaded fully. Therefore it is better to take water from “Kazanorgsintez” water drawoff.

Chief of “Khimgrad” Albert Karimov informed that techno-polis sharply needs in completing construction of new water pipe ring. Present pipes cannot endure a required pressure and cause big losses of water. Besides, lack of pressure affects fire safety of “Khimgrad”.

For bettering transport infrastructure of techno-polis Rustam Minnikhanov offered to transfer a bus parking located near “Khimgrad” to a new place, having made instead a big parking place and comfortable drive in its territory. Besides, the drive ways inside ‘Khimgrad” need repairing and sometimes even to be constructed anew».

Rustam Minnikhanov mentioned also that republic would not build new premises for residents at its own expense. «We have constructed a module to attract residents. Now, new buildings should be constructed on commercial basis or the residents may re-equip existing ones, - he stated.

Head of the republic charged Albert Karimov to prepare a detailed program of “Khimgrad” development accompanied with financial calculations, highlighting first of all infrastructure development.
