RT President Rustam Minnikhanov: there are no such problems that Tatarstan cannot solve on the basis of dialogue and law

A solemn session of RT State Council dedicated to 90-anniversary of TASSR foundation has been held in Kazan in S.Saidashev Big concert hall. The Decree on foundation of TASSR was signed this day in 1920.

Chairman of RT State Council Farid Mukhametshin opened the session. He informed that in the event took part RT President Rustam Minnikhanov, State Counselor Mintimer Shaimiev, First deputy chairman of Russian State Duma Oleg Morozov, representatives of RF state power bodies, deputies of Russian State Duma, officials of Tatarstan in Russian Federation Council, heads of municipal power bodies, representatives of major enterprises, leaders of public organizations, representatives of scientific and creative sections and religious associations.

RT President Rustam Minnikhanov addressed participants of solemn session with a welcoming speech.

“Nine decades separate us from those days when the Decree on foundation of Tatar autonomous soviet socialist republic (TASSR) was adopted. It was necessary because of historical process of that revolutionary time. Foundation of TASSR caused public boost that was an important factor for development for many decades.

Economic system changed greatly. Multi-branch industry, facilities and equipment base of agricultural production were created in republic.

Special attention was paid to a progress of national culture. We went through mass illiteracy, class barriers and started developing the system of higher education.

Great Patriotic War was a heroic period in the history of republic. Tatarstan made a considerable contribution into overall victory.

In post-war period Tatarstan began developing oil production that gave new start for republican economy. Thus, oil and petrochemical industry have become the key sectors.

Construction of such industrial giants as “KAMAZ” and Nizhnekamsk water power station were also very important for our republic.

In the middle of 1980s the industrial and scientific potential of Tatarstan reached such level that it was clear that our republic had exceeded the limits of autonomy.

Anyway, the policy of country’s leadership was not flexible that time. Absence of open dialogue restrained consideration of issue on increasing the status of republic and expanding its rights in relationships with federal authorities.

Thus, principal ideas of Declaration on state sovereignty of Tatarstan of 1990 were aimed at solving key problems which slowed down the development of republic.

In 1992 Tatarstan accepted new Constitution. It became the first main acting law of republic.

New level of relations with federal centre was especially important.

Modern Tatarstan is one of the most dynamically developed regions of Russia. Our interethnic harmony and interregional cooperation is well-known in various countries and regions. Tatarstan citizens are proud of their achievements in economy, culture and sport.
