Problem of efficiency of budget funds spending is urgent for all regions

Aide to RF President – Head of control department under RF President Konstantin Chuichenko held meeting on issues of supervisory activity in Kazan Kremlin. RT President Rustam Minnikhanov took part in the meeting.

Deputies and aides of plenipotentiaries to RF President in federal districts who supervise supervision issues and heads of control departments were invited to take part in the event.

Konstantin Chuichenko opened the meeting. He informed that the topics to be discussed are urgent and priority ones in state policy – modernization of country’s economy and its technological development. Much emphasis is placed on measures on resistance to corruption and efficient use of budget funds.

President of Tatarstan Rustam Minnikhanov addressed the participants of the meeting with welcoming speech. The problem of efficiency of budget funds spending is urgent one for all regions, he said. Rustam Minnikhanov also positively assessed reformation of budget institutions and process of changing their organization-legal form (budget, governmental, autonomous). This kind of work has already been started in Tatarstan and brought the results, he said.

Rustam Minnikhanov thinks that efficiency of using budget funds is especially important in such sectors as capital construction, road construction, and implementation of program of housing major repairing.

Head of Tatarstan informed about successful work of electronic commodity-information system (ETIS) in Tatarstan that allows to increase efficiency of using budget funds. Currently it is used in realization of such programs as social mortgage, major repairing of housing and construction of Universiade objects.

Rustam Minnikhanov paid special attention to issue of energy and resource saving within limits of efficient using of budget funds.

By words of Tatarstan President it is necessary to create a unified state policy in health care and education since serious budget funds are spent for these sectors.

Acting plenipotentiary to RF President in Volga federal district Valery Shnyakin welcomed participants of the meeting on behalf of plenipotentiary to RF President in Volga federal district Grigory Rapota. He characterized Tatarstan as one of the most dynamically developing region in Russia.

RT Minister of construction, architecture and housing Marat Khusnullin reported on preparation for holding World Summer Universiade 2013. Then, Aide to RF President – Head of supervisory department under RF President Konstantin Chuichenko asked questions on further use of Universiade heritage, reconstruction of international airport “Kazan”, transport logistics during Universiade 2013 and construction of football stadium for 45 000 places.

Participants of the meeting also heard reports on execution of RF President assignments on modernization of economy, technological development of Russia and anti-corruption activity.

In second part of the day participants of the event are going to visit Universiade village, IT park and techno polis “Khimgrad” .
