Tatarstan President Rustam Minnikhanov takes part in session of RF State Council Presidium in Belgorod oblast.

The session of RF State Council Presidium on measures on faster development of meat livestock sector as priority area of providing foodstuff safety in Russia is held by Russian President Dmitry Medvedev.

Dmitry Medvedev reminded that First deputy chairman of RF government Viktor Zubkov and RF Minister of agriculture Elena Skrynnik informed him on situation and measures taken in regions in connection with drought. By words of RF President it is necessary to do the best to gather crops on fields.

Dmitry Medvedev announced that livestock sector is a priority area within the limits of providing foodstuff safety in the country. In 90-s the sector went through decline and Russia turned into large meat exporter. Today we have to change the situation.

President of Russia reminded that since 2006 a number of programs favouring the development of livestock sector have been realized in Russia. In 2005-2009 growth of production for 29 % was provided.

Present situation should not lead to worsening affairs of national producers in livestock sector, Dmitry Medvedev said. He stressed that the sector is developing more intensively in those regions where special programs had been developed and stimulating measures on meat production had been taken. The main increase happens because of re-equipment of livestock complexes. These are Belgorod, Voronezh, Altai regions and the Republic of Tatarstan.

The key task is decrease of import dependence in livestock sector, Dmitry Medvedev said. It is necessary to increase volumes of domestic production, internal consumption and export procurement. Today Russia exports meat to China and Vietnam.

RF Minister of agriculture Elena Skrynnik made a report. She informed that emergency situation had been announced in 16 regions in connection with drought.

Elena Skrynnik reminded that Chairman of Russian government Vladimir Putin suggested using budget loans within three years for regions to support local agricultural producers. She also said about requests received from regions to prolong loans taken in 2009 and payments by leasing programs.

First deputy chairman of RF government Viktor Zubkov cited as an example the Republic of Tatarstan concerning laying-in of fodder for livestock sector.
