Rustam Minnikhanov: People should know whom to blame for social mortgage construction failure

Tatarstan President Rustam Minnikhanov pledged to name the culprits responsible for failing the social mortgage construction, he said at a traditional working meeting at the Cabinet of Ministers.

Rustam Minnikhanov cited Tatarstanstat, saying 1.844 million square meters (91.3 percent of the plan) had been as of December 23 put into operation. A total of 468 thousand square metres, or 57 percent of the plan, has been commissioned under the State Housing Fund programme.

Tatarstan construction minister Irek Faizullin said the amount of construction that would not be possible to put into operation before the year’s end was 132 thousand square metres in social mortgage construction. The contractors plan to complete the buildings in 2011, he noted.

“If they cannot finish until May, they should be given the gate,” Tatarstan President said. ”Each loan we gave to them has an application, and the official who submitted the application is liable,” he added.

Next year, R. Minnikhanov said, the entire responsibility for social mortgage construction in Kazan will be placed on the city’s administration. “Metshin will next year be building himself, be responsible for everything,” the President said. “He is responsible, because the houses are being constructed for his people. This money is not a grace from heaven, it was earned by our enterprises.”

“We will make sure to give the information on who is to blame to the people, the country should know its heroes,” R. Minnikhanov concluded.
