A round table has today discussed devising a concept of building and promoting an information environment for public finance management.
(Kazan, January 21, Tatar-inform). a round table at the Tatarstan House of Government has today discussed devising a concept of building and developing an information environment for public finance management. Attendees were Tatarstan President Rustam Minnikhanov, Russian deputy finance minister Tatiana Nesterenko, and others.
Opening the meeting, Rustam Minnikhanov noted the republic had accumulated a vast experience in both implementing information technologies in the public governance processes and improving the public administration concept. Since 2001, a public order for management on each ministry and department has been formed in Tatarstan. After the federal law No 131 was adopted, similar relations have been built with the local governance bodies, and since 2010 with the federal territorial branches as well.
The deputy Russian finance minister Tatiana Nesterenko spoke about the approaches to designing and promoting an integrated public (municipal) finance management, noting Tatarstan had not been selected as the pilot region randomly. “A strong professional platform has been built here in terms of IT technologies,” T. Nesterenko enhanced.
The Federal Treasury head Roman Artukhin told the round table Russia had built the basic modern public finance management system, based on the treasury’s information technology infrastructure, which ensures full coverage of money transactions in the public governance sector. The course of relations development in the public finance sphere imposes new requirements on the composition and quality of information on public legal entities’s financial operations, and on the openness of information regarding the results of their activities. With this in view, a single integrated public finance management information system needs to be developed. “The final stage in implementing and operating the system will be setting up a Russian public finance portal that would in real time display all financial transactions involving budget funds,” the Tatarstan President press service cites R. Artukhin as saying.
