Operating results of fuel-energy complex and utilities during the heating season 2010/2011 summarized in Tatarstan

President of Tatarstan Rustam Minnikhanov suggests that citizens having debts for housing-communal services should be assisted in job search. The proposal was made at a session of RT Cabinet “On operating results of fuel-energy complex and housing-communal services during the heating season 2010/2011 and tasks for efficient preparation for heating season 2011/2012”.
RT Premier Ildar Khalikov, RT Vice-premier – Minister of energy Ilshat Fardiev and other officials took part in a meeting.
According to Minister of construction, architecture ad housing Irek Faizullin timely payment for housing-communal services and accounts for energy supply play an important role in functioning of housing-communal complex. “The dynamics of payment collection for utilities is irregular and is characterized by yearly decrease in the first quarter and further growth in next quarters”, - he said. By words of Irek Faizullin, analysis of dynamics of payment collection for the first quarter 2011 showed the improvement of this factor in comparison with 2009 and 2010. But the second quarter 2011 was marked by decrease of collection rate versus the same period of 2010. For July 1 total sum of debts for the working period of managing companies has made 3 bln. 88 mln. roubles.
RT Premier reminded about major accidents in the sphere of housing sector, which had happened in winter because of hard weather conditions. “Though accidents were debugged we have to provide the system of immediate informing and more accurate data given by the energy Ministry. “By and large, we overcame winter though there were some extreme moments connected with icing. Our services did their best to solve the problems. We also realized our weak points. Those objects which should function in any situation must be provided with an alternate supply source”, - RT President said. By his words the main reasons of accidents are weather abnormalities and human factor.
Well-coordinated work of all ministries, departments and municipal formations on preparation for heating season should be organized, Ildar Khalikov stressed.
Head of Tatarstan proposed organizing heat supply earlier because citizens are not satisfied with the terms.
On May 14, Prime Minister of Tajikistan Kokhir Rasulzoda, who arrived on a working visit in Kazan to take part in the events of the XVII International Economic Forum “Russia-the Islamic World: KazanForum”, was met by Prime Minister of the republic Aleksey Pesoshin and other officials at the Kazan International Airport.
On 9 May Tatarstan Prime Minister Aleksey Pesoshin took part in a ceremony of laying flowers to the monument “The victorious soldier” dedicated to the celebrations of the Day of Victory in the Great Patriotic War (WW II) 1941-1945 and held at Arsk cemetery in Kazan.
On 8 May, speaking at a meeting held by the Rais (Head) of Tatarstan Rustam Minnikhanov in the Government House of the republic with participation of the Acting Chairman of the State Council of the republic Marat Akhmetov and the regional Prime Minister Aleksey Pesoshin, the Minister of Construction, Architecture and Housing Utilities Sector of the republic Marat Ayzatullin reported that capital overhaul of social facilities is in full swing in the republic with 170 educational facilities having been included into regional and federal programmes.
On 4 May at a briefing held in the Tatarstan Government House it was told that currently there are 92 combat veterans, the last witnesses of the Great Patriotic War (WW II) of 1941-1945, living in the republic. The briefing also informed about veterans’ support measures and how the republic is planning to celebrate the Victory Day on 9 May.
The Deputy Prime Minister of the republic Leyla Fazleeva told that names of 353 Heroes of the Soviet Union from Tatarstan “ are immortalized in street names, on memorials, in monuments and squares and, of course, in our memory”. “The Victory Day is the day of memory, mourning and joy. It is the event which today should be clearly understandable to all young people and younger generation of Tatarstan,” she said.
