Rustam Minnikhanov: the connection between IT sphere and real sector of economy is not efficient enough

Tatarstan enterprises should implement advanced IT in their work more efficiently, RT President stated at a meeting “Implementation and improvement of business management using IT”. The meeting was held in Kazan IT-park with participation of RT Premier Ildar Khalikov, chiefs of ministries, departments and major industrial enterprises.
Opening the event Rustam Minnikhanov marked though IT sector is rapidly developing in Republic, it is connected with real sector not well enough. Head of Republic believes today’s meeting should demonstrate advantages and opportunities of IT.
RT President reminded the republican economy faces the task to bring industrial production to 2 trillion roubles by 2016. “New economic conditions require new approaches to activity of our enterprises”, Rustam Minnikhanov said.
Minister of informatization and communications Nikolay Nikiforov told about “cloud” technologies - perspective area in developing IT systems. “Cloud” technology is a technology of distributed data processing where computer resources and capacity are provided to the user as Internet service. Enterprises which turn to “cloud” services do not have capital costs for building and equipping their own server premises, and computing resources are based on current business needs.
Nikolay Nikiforov believes use of “cloud” computing may be much more efficient than the traditional model of organizing IT-systems. 45 % of major world companies currently use “cloud” services.
In terms of IT sector development we primarily counted on centralization of computing resources, Nikolay Nikiforov informed.
The need for computing capabilities of Tatarstan Government increases by 40 % every year. Thus a powerful data center was created in IT-park. By words of N. Nikiforov it can also be used for rendering “cloud” services to industrial enterprises.
RT Minister of industry and trade Ravil Zaripov told about advantages of using ERP (Enterprise Resource Planning) systems for managing internal and external resources of an enterprise.
Officials of large companies – Tatneft and KAMAZ shared their experience of implementing such systems.
On 15 December, speaking at a meeting of the competition committee of the regional public competition “The Manager of the Year” about its results in 2025, Tatarstan Prime Minister Aleksey Pesoshin said that the list of 155 participants (nominees), who are heads of enterprises and organizations from various industries and sectors of the economy, for the competition was formed based on recommendations from regional ministries and departments, city and district municipalities, employers' associations and the Federation of Trade Unions of the republic.
On 6 December speaking at a regional meeting held by the Rais (Head) of Tatarstan Rustam Minnikhanov in the Government House of the republic with all municipalities taking part in it via videoconference, the regional Minister of Construction, Architecture and Housing Utilities Sector Marat Ayzatullin reported about progress in implementation of the of multi-apartment houses capital overhaul programme.
On 5 December, congratulating volunteers with the International Volunteers Day, Tatarstan Deputy Prime Minister Leyla Fazleeva wrote in her address: “
Your boundless kindness, sincere desire to help others and active civic position deserve special recognition and deep gratitude. There are over 5,000 volunteer associations operating successfully in Tatarstan, with a total membership of over 220,000 caring people of all ages and professions. Every year the contribution of volunteers into public life of the republic becomes more noticeable.
On 4 December Tatarstan Deputy Prime Minister Shamil Gafarov, who is the Chief of Staff of the Office of the Cabinet of Ministers of the republic, took part in a strategic session on the establishment of an inter-university campus in the republic being held at the Kazan Aircraft University on 4-6 December with participation of more than 100 people and more than 40 experts in politics, economy, science, education and industry from all over Russia.
