Konstantin Tsitsin: «Tatarstan is one the leaders in public utilities reforming»

Experience of the Republic Tatarstan in implementing programs of the Fund for facilitation of public utilities reforming should be spread out all across Russia. Such an opinion has been voiced toady by general director of the Fund Konstantin Tsitsin during session of collegium of the RT Ministry of construction, architecture and public utilities. The session was held in the Kazan Kremlin. RT President R.N. Minnikhanov took part in it. RT State Counselor, mintimer Shaimiev, RT Prime minister Ildar Khalikov, RT State Council Chairman Farid Mukhametshin also took part in the event.
President of Tatarstan Rustam Minnikhanov in his report defined the major repair program of multi-apartment houses as the most successful out of social programs realized in Russia. «26,3 bln, rubles for 4 years, this sum had been directed for the most problematic issue, major houses repair, - R. Minnikhanov mentioned. – Today we really have passed an equator. Yet there is a lot of work to do but the system has been launched».
Head of the republic reminded that in Tatarstan funds from the republican and municipal budget are allocated. Rustam Minnikhanov specifically stressed that in Tatrstan gathering means from the population is underway for major repair – annually this sum constitutes 1,7 - 1,8 bln. rubles.
By words of Rustam Minnikhanov owing to repair program a systematic work in the sphere of housing fund had been arranged, good faith contactors were identified.
General director of the Fund Konstantin Tsitsin in his turn thanked leadership of the republic for successful cooperation. «Tatarstan is one of the leaders in the utilities reforming -K.Tsitsin holds. – Positive practice should be spread out and Tatarstan plays a big role in this».
Head of the Fund handed to Rustam Minnikhanov payment order for 400 mln rubless. This is a second tranche channeled to Tatarstan by the Fund for program of resettling of failing housing in 2011.
Konstantin Tsitsin reminded that in 2012 Tatarstan would receive 1 bln. rubles for repair and failing housing resettling programs and in case of their successful assimilation may hope for extra 250mln. bonus.
Among the tasks faced by the republic in the sphere of housing - communal sector Konstantin Tsitsin defined raising of sector transparency. General director of the Fund stated that out of 997 managing companies of Tatarstan, only 329 revealed information ontheir activity on a single federal resource and not always completely. It is necessary to finish passportization of all multi-apartment houses and provide openness of this information. K.Tsitsin addressed to the republican leadership with a request to finish this work in the 1 quarter of 2012.
Regarding the resettling of failing housing Konstantin Tsitsin proposed to avoid the practice of granting apartments to citizens instead of the old one. «Mainly this should be subsidized commercial renting. Practice of granting flats or paying out money compensation must be ceased», - K.Tsitsin maintains.
He also stressed that all constructing houses according the Fund program should be low rise housing and energy saving technologies alternative energy sources must be used actively.
Rustam Minnikhanov agreed with general director of the Fund «We should construct energy saving houses and use new energy sources. Now we are moving to this but more radical steps are needed», - head of Tatarstan is confident.
RT President mentioned the necessity of maintaining transparency in the sphere of public utilities. «We do much in public utilities but because of one unfair filled out invoice all positive impression is ruined», - R. Minnikhanov stated. He ordered heads of municipalities personally to supervise activities of the managing companies.
At the end of the session Rustam Minnikhanov and Konstantin Tsitsin handed number of letters of gratitude to the employees of Tatarstan public utilities sector.
On 13 April in his congratulatory address on the occasion of the Maecenas and Benefactor Day, Tatarstan Prime Minister Aleksey Pesoshin congratulated residents of the republic with the event and wrote: "Tatarstan has always been known for its generous and kind-hearted people who are ready to help the needy and support important social, cultural and educational projects. On 12 April in his address to residents of the republic, Tatarstan Prime Minister Aleksey Pesoshin congratulated them with the Space Exploration Day and said: “April 12, 1961 has forever been inscribed into the world history as the day of triumph of the Soviet science and engineering thought. The flight of Yuriy Gagarin opened the way to the stars for the humankind and demonstrated to the whole world the might of our country.
On 4 April , speaking at a closing ceremony of the XX Russian Venture Forum held at the Kazan Expo Exhibition Center, Tatarstan Prime Minister Aleksey Pesoshin said that the Russian Venture Forum has confirmed its status of the point of attraction of technological development leaders.
The Forum created a unified scientific, technological and investment space where scientific ideas are transformed into competitive products, and startups gain access to capital and markets. Its business programme is organically integrated into the regional and federal agenda for achieving technological sovereignty and leadership of Russia, he said.
On 1 April Tatarstan Prime Minister Aleksey Pesoshin and Russian Minister of Healthcare Mikhail Murashko introduced Ayrat Farrakhov, who was appointed the Acting Rector of Kazan State Medical University (KSMU) to its staff.
In his speech Mikhail Murashko emphasized that today KSMU is rightfully considered one of the most respected in the country and said:”Ayrat (Zakievich) has been officially appointed the Acting Rector and I am sure that under his leadership the University will maintain the positions it has achieved and, of course, will continue its development.”
