Balanced budget policy is pursuit in Tatarstan, head of RF Ministry of finance holds

Experience of Tatarstan leadership enables the republic to have a balanced performed budget.
Such an opinion has been expressed today by RF minister of finance Anton Siluanov during the joint panel session of RT Ministry of finance, Dept. of Federal tax service on RT 9 (DFTS) and Dept. of federal treasury on RT.(DFT)
The session was attended by RT President R.N. Minnikhanov, RT Premier Ildar Khalikov.

The reports on performance of consolidate and republican budgets in 2011 were made by head of DFTS on RT Marat Safiullin and RT minister of finance Radik Gaizatullin.
M. Safiullin informed that RT tax bodies in 2011 have collected to the budgets of all levels 282 bln. rubles that 1/3 is more than in 2010.
The federal budget has received 161 bln. rubles that almost one and half is more than past year.
Share of taxes transferred to the federal budget has increased by 6 percent points at the cost of considerable increase of tax amount on recovery of minerals and VAT.

The consolidated budget of Tatarstan has made 121 bln. rubles that 18 percent more than in 2010.

The basis of tax revenues to the RT budget бюджет was the profit tax of organizations – 48,6 bln. rubles.
This sum exceeds parameter of not only the past year but of pre-crisis year 2008.
Income taxes of physical persons made up 39 bln. rubles.
The amount of collected excises makes 11 bln. rubles, property tax brought 10 bln. rubles to the consolidated budget.

Marat Safiullin specifically mentioned the sum of collected land tax сумму constituting the basis of local budgets.
In Tatarstan for 11 months of 2011 its sum has constituted 4,5 bkl. rubles – this is the most big parameter among the regions of the Volga federal district considering that space of land of the republic is less than at many neighboring regions.

RT Minister of finance Radik Gaizatullin reported that in 2011 the revenues of RT consolidated budget are forecast in amount of 181 bln. rub. expenses will make 213 bln. rubles.
Tax and nontax incomes of the republic will make 130 bln. rubles, federal funds – 51 bln. rubles.
The most part of incomes from federal budget – 34,9 bln. rubles constitute subsidies including 10,5 bln. rubles for preparation to Universadie -2013.

RT President Rustam Minnikhanov highly appreciated as a whole the work of financial, tax and treasury structures of the republic in 2011.
R. Minnikhanov fixed the tasks for year 2012.

So, head of the republic marked that the revenue sources of Tatarstan first of all make profit taxes and that depends on the world economy ”50 percent of our produce goes for export and this point should be taken into account. Therefore we are worried by the situation in the world” - Rutam Minnikhanov stated.

By his words the republic has the further reserves for increasing profit tax.
Presently, 24 percent of the republic’s companies are loss-making.
«We should seriously work with these enterprises at the republican and municipal levels. I think that there should be 10 percent of such companies», - R. Minnikhanov stressed.

Second by size of sources of the republican revenues is personal income tax and here, by words of RT President, it is necessary to work over the point how to abandon «envelope(gray)» payments, to raise tax base.

It is also necessary to raise other income sources – land tax, tax on real estate.

By words of R. Minnikahnov, the systematic work should carried out with enterprises having tax debt to the budget at levels of state power.

Rustam Minnikhaniov mentioned that a big volume of state debt of Tatarstan in connection with preparation to Universaide-2013.
«The tasks which are solving in the run up of Universaide imposed big loads on us.
Therefore now all borrowings should be agreed. To unbalance the budget is very easy and some new sources w do not have.
All municipalities should carefully verify their borrowings program, - President of Tatarstan considers.

Seperately, RT President paid attention to maintaining transparency of spending budget means.

Tatarstan budget policy was highly evaluated in his speech by RF minister of finance Anton Siluanov.
By his words, R. Minnikhanov’s experience of work in the finance ministry has the great significance. «Thanks to this the republic enjoys a balanced budget policy», - A, Siluanov is confident .

He stressed that in issues of budget policy Tatarstan always was advanced and is one step ahead of the most of RF subjects. « By attracting investments, industry development, increase of tax base Tatarstan holds one of the leading places in Russia, - Anton Siluanov stated. – the Republic is also attractive for federal means. The effect form them in the republic is more than in other RF subjects».

At the end of the session Rustam Minnikhanov and Anton Siluanov handed number of awards to the officials of financial, treasury and tax structures of the republic.
