Seminar of treasury agencies from APEC countries opens in Kazan

A seminar dedicated to development of treasury systems in APEC countries has opened in Kazan today. Acting President of the Republic of Tatarstan Ildar Khalikov attended the first session.
The event is organized by the Federal treasury and RF finance ministry jointly with the World Bank and APEC Secretariat within the confines of Russia’s chairmanship in APEC.
Head of the Russian Federal treasury Roman Artyukhin opened the seminar. He marked that during the event participants from Russia and 21 foreign countries will discuss modernization of treasury systems of APEC economics, “electronic budget” and liquidity management.
According to Roman Artyukhin, total volume of operations implemented by the Federal treasury exceeded 25 trillion roubles in 2011. Placement of available funds as bank deposits brought extra income of 800 mln dollars to the Russian budget in 2011.
RT Premier Ildar Khalikov welcomed attendees of the seminar on behalf of the Tatarstan President, State Council and republican Government. “We are glad to know that such an important event is held in Tatarstan within the confines of Russia’s chairmanship in APEC,” Ildar Khalikov stated.
According to the PM, Tatarstan is one of the leading regions in using information technologies. The idea of creating a state integrated information system to manage public finances “Electronic budget” is being realized in Tatarstan jointly with RF Government.
“Today’s meeting is very useful for Tatarstan since we are implementing many pilot activities in the context of electronic interaction in financial and treasury spheres along with the federal treasury,” Ildar Khalikov said. He informed that a comparative analysis of activity of treasury agencies from countries – members of APEC has been presented today in the main report.
Russia had obtained a unique experience in the treasury sphere in comparison with other countries, the World Bank expert Cem Dener marked. In particular, the payment system has been created within twenty years and there is an opportunity to use a digital signature now. This experience can be rather interesting for other countries and would be discussed during the seminar, Cem Dener said.
On 15 December, speaking at a meeting of the competition committee of the regional public competition “The Manager of the Year” about its results in 2025, Tatarstan Prime Minister Aleksey Pesoshin said that the list of 155 participants (nominees), who are heads of enterprises and organizations from various industries and sectors of the economy, for the competition was formed based on recommendations from regional ministries and departments, city and district municipalities, employers' associations and the Federation of Trade Unions of the republic.
On 6 December speaking at a regional meeting held by the Rais (Head) of Tatarstan Rustam Minnikhanov in the Government House of the republic with all municipalities taking part in it via videoconference, the regional Minister of Construction, Architecture and Housing Utilities Sector Marat Ayzatullin reported about progress in implementation of the of multi-apartment houses capital overhaul programme.
On 5 December, congratulating volunteers with the International Volunteers Day, Tatarstan Deputy Prime Minister Leyla Fazleeva wrote in her address: “

There are over 5,000 volunteer associations operating successfully in Tatarstan, with a total membership of over 220,000 caring people of all ages and professions. Every year the contribution of volunteers into public life of the republic becomes more noticeable.
On 4 December Tatarstan Deputy Prime Minister Shamil Gafarov, who is the Chief of Staff of the Office of the Cabinet of Ministers of the republic, took part in a strategic session on the establishment of an inter-university campus in the republic being held at the Kazan Aircraft University on 4-6 December with participation of more than 100 people and more than 40 experts in politics, economy, science, education and industry from all over Russia.
