Rustam Minnikhanov: “We are responsible for quality of flats built under social mortgage”

President of Tatarstan Rustam Minnikhanov has called for putting more emphasis on issues of quality of housing constructed under the republican social mortgage program at a weekly video conference session.

At the beginning of the session Rustam Minnikhanov noted that he receives many appeals about low quality of housing built under the social mortgage program. Head of republic informed that he had seen a lot of appeals with pictures from residents of new flats.

Chief of Tatarstan’s State housing inspectorate Sergei Krainov informed that since 2008, 148 appeals had been received from residents of flats built under social mortgage. At the same time, 8 thousand appeals were sent to the Kazan management company rendering services by flats built under the social mortgage program.

Thus, specialists of the inspectorate have processed the appeals and revealed a lot of shortcomings. Most widespread defect is inappropriate microclimate because of frost penetration in walls and, consequently, high humidity and mould formation.

Rustam Minnikhanov addressed Talgat Abdullin, the Director of RT State housing foundation, with requirement to intensify control over quality of construction.

Rustam Minnikhanov said that he is personally ashamed of low quality of new housing built under the social mortgage program. Head of republic gave assignment to pass materials collected by the State housing inspectorate to the Prosecutor's office.
