Ildar Khalikov: Bailiff Service has potential for improvement

The RT Department of Federal Bailiff Service has reached serious results in 2012, however, it has potential for improvement, Tatarstan’s PM Ildar Khalikov said at a final session of the RT Department of Federal Bailiff Service.
Head of the RT Department of Federal Bailiff Service, Chief Bailiff of the Republic of Tatarstan Radik Ilyasov reported on main results of work in 2012. He noted that the Department took the 34th place among regional departments, whereas the year before it had been ranked the 72nd.
According to data given by Radik Ilyasov, 1 mln 333 thousand 581 enforcement proceedings for total sum of recovery 79,8 bln rubles were under execution in 2012. 1043 criminal cases were opened for fraudulent evasion of payments for maintenance of children or handicapped parents. By recovery in favour of loan companies 53 thousand enforcement proceedings for total sum of 20,6 bln rubles were under execution.
Radik Ilyasov called for using arrest or realization of debtors’ property measures more often.
Tatarstan’s Prosecutor Kafil Amirov informed about certain shortcomings in work of the RT Department of Federal Bailiff Service. He noted rather low level of actual execution of court decisions (60,5 %). The prosecutor focused on cases of law breaking by employees of the RT Department of Federal Bailiff Service and small amount of facts of calling employees to disciplinary responsibility.
Tatarstan’s PM Ildar Khalikov noted positive results by key figures of the department’s activity. “Such positive dynamics cannot but make us glad, since the work of bailiff service directly influences social and economic situation in republic,” he said.
On behalf of the Tatarstan President and personally Ildar Khalikov thanked employees of the service for their work.
Tatarstan’s PM required to create unified joint bases of bailiff service and institutions they cooperate with, particularly, State Traffic Safety Inspectorate. Head of the RT Government believes that it will help avoiding heavy workload connected with submission of unreliable information. The RT Department of Federal Bailiff Service has performed a large amount of work on recovery of salaries payable.
Tatarstan’s PM called bailiff service for taking measures on execution of decisions on bringing Kazan appearance in proper condition.
On May 26, speaking at a briefing in the Cabinet of Ministers of the republic held in a videoconference mode with participation of all municipal regions of Tatarstan and focused on events scheduled for June 1, International Children’s Day, as well as the implementation of the “Summer in Tatarstan” programme, Deputy Prime Minister of the republic Leyla Fazleeva appealed that parents should closely supervise their children during recreational activities near water in order to prevent accidents.
On 18 May ay the CIPR conference in Nizhniy Nogorod the Tatarstan Deputy Prime Minister Roman Shaykhutdinov, the Rector of the Innopolis University Aleksandr Gasnikpov and the Vice-rector of the University Yevgeny Bobrov will take part at round tables session of the conference.
Experts will discuss the role of Tatarstan and Innopolis as one of the key technological centers of the country and how regional innovative platforms help to solve tasks of the whole Russian industry. A special emphasis will be placed on the digital transformation of the oil and gas sector and how large clusters and scientific and technological centers are becoming drivers of industry change.
On 16 May, speaking at a meeting in the Government House of the republic held by the regional Prime Minister Aleksey Pesoshin with participation of the Rais (Head) of Tatarstan Rustam Minnikhanov and all municipalities taking part in it via videoconference, the Minister of Agriculture and Food of the republic Marat Zyabbarov reported that the sowing of spring crops is in full swing in the republic with 1m 38 thousand hectares or 61 per cent of the planned have been sown.
On May 14, on the sidelines of the XVII International Economic Forum “Russia-the Islamic World: KazanForum”, Tatarstan Prime Minister Aleksey Pesoshin and Head of the Federal Service for Accreditation Dmitry Volvach signed an agreement on interaction and cooperation in the development of the halal industry.
