Aleksey Pesoshin holds a meeting of the Cabinet of Ministers of Tatarstan dedicated to main parameters of the forecast of social and economic development of the republic in 2027-2029
On 9 September the Rais (Head) of Tatarstan Rustam Minnikhanov took part in a meeting of the regional Cabinet of Ministers held by the regional Prime Minister Aleksey Pesoshin in the Government House of the republic with participation of the acting Chairman of the regional State Council Marat Akhmetov, the Honorary Chairman of the State Council Farid Mukhamethsin, heads of Ministries and agencies and heads of cities and regions, which was dedicated to main parameters of the forecast of social and economic development of the republic in 2027-2029, the forecast of the consolidated budget of the republic for 2027 -2029 and the draft budget of the Territorial Compulsory Medical Insurance Fund of the republic for 2027-2029.
Speaking at the meeting, Aleksey Pesoshin noted that the forecast has been prepared taking into account the scenario conditions for the development of the Russian economy, sent by the Ministry of Economic Development of Russia, indicators of leading enterprises, branch ministries and municipalities of the republic, as well as of national projects and strategic tasks set by the President of the country and the Rais of Tatarstan.
“Due to stable work of enterprises and organizations, federal and regional support measures the economy of the republic demonstrates growth. “Coordinated work by all government bodies and organizations continues within the framework of the Operational Headquarters,” he said and informed that by the results of eights month of 2026 the GRP made more than 4.2 trillion rubles or 102.7 per cent compared to same period last year, the industrial production index amounted to 105.2 per cent, with 778bn rubles of investments having been attracted in the first half of the current year.
Aleksey Pesoshin said that during the forecast period a number of systemic issues will need to be addressed, primarily within the framework of the implementation of national projects, national and regional programmes and other events aimed at strengthening the social and economic capacity of Tatarstan and improvement of life quality of each resident of the republic.
In his report the regional Minister of Economy Midkhat Shagiakhmetov said that the main contribution to economic growth has come from the manufacturing sector, driven primarily by the defense enterprises and oil production sector. He also informed that SMEs, which employ more than 900 thousand people, also make a substantial contribution into the development of all branches of industry, the growth primarily driven by individual entrepreneurs while a decline is observed among legal entities as compared to the same period last year.
The regional Minister attracted attention to the fact that in 2027 the GRP is projected at 101%, the industrial production index - at 100.5% and the volume of construction work is forecast at 100.2-101.0% taking into aсcount the planned volumes of residential, industrial and infrastructural construction.
Having mentioned the importance of the e-trade, Midhat Shagiakhmetov said: “Taking into consideration the current situation with damages of logistics facilities and loss of goods by entrepreneurs, the Government of Russia passed a decree stating the targeted support of business. Special support instruments have also been introduced at the regional level.” He gave an errand to heads of municipalities to inform entrepreneurs about the specified support measures.
“The budget for the coming three years has been calculated taking into account the forecast of social and economic development and spheres of budget and tax policy of the republic. It will be implemented within the state programmes the share of expenses of which will make 91 per cent in 2027,” Aleksey Pesoshin said and added: “Currently consolidated budget revenues for 2027 are projected at 619.1 billion rubles, expenditures at 627.6 billion rubles and the budget deficit – 8.5 billion rubles. The budget remains socially oriented, which makes about 84% of total expenditure. It is essential to fulfill all social obligations in full and to the required standard of quality.”
The Minister of Finances of the republic Marat Fayzrakhmanov reported about tax and non-tax revenues into the budget of the republic for eight months of the current year and the developed consolidated budget for 2027-2029, while the Director of the Territorial Compulsory Medical Insurance Fund of the republic Alsu Miftakhova reported about the main parameters of the fund budget in details.
In his speech Rustam Minnikhanov proposed to adopt the parameters outlined during the meeting as the basis for further work on the budget and attracted attention to the fact that despite difficulties, all planned regional programmes will be maintained and funds have been allocated for salary increases.
“Macroeconomic and geopolitical situations are currently very vague. Therefore I consider the figures we have adopted, based on the current situation, to be objective,” he emphasized.
