First session of the Presidential Council for personnel policy

On July 3, first session of the Presidential Council for personnel policy was held at Tatarstan President’s Administrative Office. Procedures and regulations of the personnel commission for preparation of proposals on filling vacant managing positions in Tatarstan were considered at the session.

The project on increasing efficiency of activity of government authorities and local self-government was presented to members of the Council. The project is realized in accordance with Tatarstan President’s assignment and is aimed at improving the system of public service in the republic. In particular, factors of efficiency and effectiveness of professional official activity will be developed.

The session of Presidential Council for personnel policy will be held once every three months.

The Presidential Council for personnel policy was founded in accordance with Tatarstan President’s order dated as of June 12, 2014 №УП-569. The Council Chairman is Chief of Staff of Tatarstan President’s Administrative Office Asgat Safarov, Deputy Council Chairman is Chief of Staff of Tatarstan Cabinet of Ministers Shamil Gafarov.

Main functions of the Council are preparation of proposals on personnel policy improvement, organization of public and municipal service; preparation of proposals on improvement of legislation about public and municipal service; formation of reserve of managing staff and its efficient use; monitoring of implementation of regional programmes on development of public and municipal service, analysis of efficiency of organization of additional professional education of the employees; preparation of proposals and realization of organizing measures on assessing professional activity of persons filling public positions in the republic, public civil employees, filling public positions in category “executives” of the higher group of positions.
