Prime Minister of Tatarstan Rustam Minnikhanov has held meeting concerning social and economic development of Leninogorsky region

Today Prime Minister of Republic Tatarstan Rustam Minnikhanov is with a working visit to a Leninogorsk municipal region. During visit, he visited a number of social objects, took part in the solemn opening Orthodox temple in a village Fedotovka, and held meeting concerning social and economic development of the region.

With the main report on a state of affairs head of a Leninogorsky municipal region Ryagat Khusainov came out.

He informed that in conditions of crisis a state of local budget sparks concern. So, for six months of 2009, it has been collected 242 million tax and non- tax incomes, or 42 % to annual planned target (for comparison: 97 % to the same period of last year). The lowest implementation falls within a share of the tax to incomes of physical persons - 38 % to the confirmed volume.

Budgetary expenditures of the region have been optimized on 21,3 %.

According to Ryagat, Khusainov, it is planned to reconstruct a building of infectious hospital for residential space.

Unemployment is growing in the region - in the employment center 979 persons have been registered.

Following the results of half-year it has been shipped the goods of own manufacture, the works and services performed by own forces on 7,6 billion rbl. (rate of growth - 106,9 %).

Together with the RT Ministry of industry and trade the project on ending gas supply of small settlements has been prepared.

The close attention is given to construction and major overhaul of the available housing. The program of capital repairs for 2009 included 91 houses, with cost more than 283 million roubles. For today 90 % of the works in amount of 247 million roubles have been implemented.

Repair of 33 houses is completely finished, 15 houses are accepted by the act of the working commission.

The plan on commissioning of living space in the city and the region in 2009 makes 22 thousand sq. m. Out of them it has been entered already 7,7 thousand sq.m. including individual housing construction - 3 ths.sq.m. under the program of the State housing fund (GHF) under RT President - 3,9 ths. sq.m.

Ryagat Khusainov stated that RT SHF had three times reduced volumes of investments - from 300 million rbl. in the past up to 92 million rbl. in current year. All this will negatively affect construction and input of habitation in the future.

10 km of motorways in the region for the sum of 47 mln.rbl. have been repaired. (due to financing from the budget of republic).

One of the problems in the region Ryagat Khusainov called the work of arbitration managing directors. As he said, they today are interested not in restoration, but in full ruin of the economy (especially in agricultural productions - they arrange bankruptcy of farms, granaries).

As to agriculture, this year the agro-enterprises should harvest 41 thousand hectares of grain crops, out of them 10 thousand in hectares - winter crops.

Average productivity in the region made 17,5 centners per hectare.

Ryagat Khusainov requested to consider the opportunity of building sports constructions in the area - all of them were entered in build one of the first in republic and completely exhausted a resource, and do not meet modern requirements.

He also informed, that repair of surgical branch of Central Region Hospital had began in the on self-supporting way in 2008, but in connection with economic situation repair works delayed. For end of repair it is necessary about 32 million roubles.

Prime Minister of Tatarstan Rustam Minnikhanov speaking before Leninogorsk townspeople informed that with a situation in work of arbitration managing directors it is necessary tackle immediately, and this concerns not separately taken купшщт. « On arbitration managing directors it is necessary to open criminal cases, - Rustam Minnikhanov said. It is not restoring to health an enterprise, but redistribution of property and larceny. Their work will be carefully analyzed, the rating of arbitration managing directors » will be made.

As to construction in the region of sports constructions, head of RT government admitted that this problem is present in the region. As he said, construction of the first sports construction in the republic would be planned in Leninogorsk region.

Reconstruction of surgical branch CRH should be completed, Premier of Tatarstan considers. "It is unacceptable for Leninogorsk to be with such a hospital, it is a shame », - he said. Rustam Minnikhanov promised to allocate for end of repair 10 million rbl., "Tatneft's general director Shafagat Tahautdinov also stated that the oilmen would help with repair and channel 10 million rbl. Missing means 12 mln. rb./ is supposed to find in the very region of Leninogorsk.

RT PM noted likewise that today it is important to support small and middle business in the region, including in the form of grants (the corresponding order has been given to RT Committee on development of small and middle).
