Republic Tatarstan: electronic tenders improve efficiency of economy

Efficiency of federal electronic platform zakazrf.ru for holding open auctions in the electronic form on the right to conclude the state contracts has been ascertained by participants of the press conference, which took place on September 8 in agency "Interfax" (Moscow).

Prime Minister of Republic Tatarstan Rustam Minnikhanov shared out as the electronic platform of the state tenders, and the electronic government provide a due level of openness and transparency of the authorities and business.

General director of State Unitary Enterprise Agency on State Order of Republic Tatarstan Yakob Geller maintains that support of business, especially small one, may develop in two directions - generation of various privileges and providing business access to the state purchases, including electronic form. Outside of such policy, a word about support of small business turns to empty declarations.

« We in the republic in 2003 understood that the electronic form of the tenders, equally accessible and anonymous can provide only openness and transparency of the state purchases. On September 12, 2004, the Enact of the RT Cabinet was adopted N1463-р about the output which should be realized only through the electronic tenders. Per 2005 we held the first electronic auctions », - Yacob Geller informed. As he said, 46 % of the contracts in Tatarstan today are concluded on the outcomes of the electronic tenders.

« Article 41 of Federal law N94-ФЗ has not ideological, but technological lacks: people can reduce the price on kopecks because the measure of electronic auction is not stipulated. There are no words in the article about provision of the pledge in the application, the auction's duration on time is equal to hour, and the sum is limited by one million roubles. All this has led that the share of electronic auctions in the federal budget actually is moving to zero, making 0,8 % from all state purchases volume », - Yacob Geller considers.

We remind that on June 1, 2009, Prime Minister of the RF Government Vladimir Putin has defined three electronic platforms for approbation of the new version of chapter 3.1 of Federal law N94-ФЗ - an electronic platform of the Savings Bank, and Moscow and Tatarstan platforms.
« Until new year there will be an official selection of platforms where there are « pilot » tenders underway. Perhaps, as a result there will be five platforms, may be, a little bit more. It is important to create a fashion to buy at the electronic tenders. We have already concluded 114 contracts with federal customers. In 2009, electronic auctions have made 8 % of the state tenders in Tatarstan. On electronic auctions in current year, the tenders have passed in amount of 1,5 billion roubles, economies have made 150 million roubles », - Yacob Geller concluded.

The general director of the Center of information technologies of Republic Tatarstan Nikolay Nikiforov told about realization of the project «Electronic government ».

« The sign project in our activity on transfer of the state services into electronic form was « Electronic document circulation » to which since year 2005 8,5 thousand employees of the republican government have been connected. Each employee possesses the personal electronic digital signature, an opportunity to write directly on the screen personal note-book to give voice orders, to work with any documents », - Nikolai Nikiforov informed.

Input of system « Electronic government » resulted that Tatarstan today is presented on the Internet by not isolated portals, but a uniform solution - a Portal of the Government through which it is possible to get access to 200 sites of regional and municipal value.

« Hosting of a uniform governmental portal has exceeded presently by 220 ths. entries and 2 million viewings of pages a month - the inhabitants of republic are notified on step-by-step granting state services », - Nikolay Nikiforov noted.

« Certainly, we in republic, as well as everywhere in Russia, have « a digital inequality », that is only 25 % of Tatarstan residents have a computer and Internet connection, however we compensate it by installation of "infomats" on the streets » (or information boothes of state services), visually reminding usual terminals for payment cellular, for example, to communication. In ideal, a citizen after end of electronic operations should make only one visit to state bodies - to take the ready document », - Nikolay Nikiforov holds.

« Our joint plans on introduction of the electronic government have received the name « Electronic region ». Each budgetary establishment, we count, should be connected to a system. Each doctor should have a computer, each schoolboy, a student, a post-graduate student. Each resident of the republic should have a personal electronic digital signature », - Nikolay Nikiforov added.

He also announced creating the center of developing import-substituting software in the republic, and reminded, that in 2013, Universiade in Kazan is due to be held - event of a global level for which perspective hi-tech decisions would be necessary.

« As if to everyday problems, each Tatarstan resident can take advantage of «a feedback», having called on a uniform phone 071. This «hot line» guarantees reception, on the one hand, the base information on state services, and on the other hand - the opportunity to express attitude or to transfer a voice information to any official », - Nikolay Nikiforov concluded.

Answering the question from «Alliance of Media» about who estimates efficiency of electronic procedures, RT Prime Minister Rustam Minnikhanov said, that yet not all have got used to new rules of purchases, however their efficiency is expressed in concrete figures of initial price lowering.

« To learn buyers and sellers to communicate by new rules is hard, but these are fair, open rules. With the regional budget we do not have any more questions, interaction with municipalities also are developing successfully.

What is regarding estimation of efficiency, any commission may appear corrupted. Efficiency should be estimated by a society: each citizen on the place, behind the computer will estimate, when will look, for example, what is a price of milk in the children’s garden is bought, where his child goes. Sellers and buyers should be simply collected in one place. Illegal collusions upon introduction of electronic procedures will be less and less », - Rustam Minnikhanov concluded.
