IBM opens finance process outsourcing centre in Tatarstan

On February 4, Tatarstan President Rustam Minnikhanov took part in the opening of the IBM service centre on the ground of engineering centre of OAO “ICL-KME CS”(Kazan Manufacturing Enterprise of Computer Systems) in Laishevo District of Tatarstan Republic.
Deputy Prime Minister of Tatarstan Republic- Tatarstan Minister of Information and Communications Roman Shaikhutdinov, Deputy Prime Minister of the Republic of Tatarstan – Minister of Education and Science Engel Fattakhov, head of IBM service center in Kazan Yulia Tarasova, head of IBM European Service Centers Richard Newland and other officials took part in the event.
“Being the country’s first centre in finance outsourcing, the IBM service centre in Tatarstan will cover the entire country. The centre’s staff will coordinate such customers’ business processes as registration, applications, payments and purchasing management, using Purchase-to-Pay and Order-to-Cash systems. IBM is focused on global customers, major international companies to operate worldwide and have representational offices in Russia. Our distinguishing features are Russian accounting and the Russian language, that is why we are ready to cooperate with Russian companies”, head of IBM service center in Kazan Yulia Tarasova said.
Within the framework of the event, Minnikhanov saw an exposition prepared by ICL KME CS. Director General of “ICL-KME CS” Viktor Dyachkov informed about growth dynamics, development prospects for 2015, sales pattern and new software development. To the point, representatives of OAO “Tatenergosbyt” and Kazan State Power Engineering University told about joint developments with “ICL-KME CS” in the field of energy.
In addition, Rustam Minnikhanov was told that IX All-Russia IT & Security Forum will be held by “ICL-KME CS” on May 28-29, 2015.
“Currently, 70 employees are working in Kazan, the staff number will be increased to 450 employees by the end of the year. As our company invests in staff, personal development and training, cooperation with Kazan Federal University is essential, and the IBM centre is a wonderful platform to improve students’ knowledge”, head of IBM European Service Centers Richard Newland added.
Summing up, Tatarstan President set a task to organize a working group on examining the possibility of using outsourcing in the public sector.

On 24 April in the Government House of the republic, Tatarstan Prime Minister Aleksey Pesoshin held a joint meeting the Council for Enforcement of Legislation of Languages of Tatarstan and the organizational committee for celebrations of the 140th birthday of Gabdulla Tukay which summarized results of work of the regional law enforcement on official languages of the republic and considered progress of the implementation of the plan of main events for preparation and celebration of the 140th birthday of Gabdulla Tukay .
On 21 April, speaking at a briefing in the Government House of the republic, the Head of the Russian Federal Tax Service for Tatarstan Marat Safiullin said that slightly more than one week is left to file an income tax return for 2025 with the tax service. According to the results of the tax campaign 5.5.bn rubles should come to the regional budget, he said and informed who should submit declarations and who is entitled to benefits.
On 13 April in his congratulatory address on the occasion of the Maecenas and Benefactor Day, Tatarstan Prime Minister Aleksey Pesoshin congratulated residents of the republic with the event and wrote: "Tatarstan has always been known for its generous and kind-hearted people who are ready to help the needy and support important social, cultural and educational projects.
