Dmitri Medvedev: infrastructure for using all-purpose electronic card should be created in every region

Russian regions should provide infrastructure for using all-purpose electronic citizen’s card, President of Russia Dmitri Medvedev announced at session of commission on modernization and technological development of economy dedicated to elaboration and implementation of all-purpose electronic card.
President of Tatarstan Rustam Minnikhanov took part in the session that was held in Moscow. Creation of all-purpose electronic card in Russia is stipulated by the law “On organization of rendering state and municipal services”. This card is expected to be used for rendering state services, banking operations and as identification document.
Some regions including Tatarstan have launched pilot project on implementing electronic card. In June 2010 “Sberbank”, “Uralsib” and “Ak Bars Bank” founded JSC “All-purpose electronic card” for implementing single information-payment system and creation of single identification payment and information tool - all-purpose electronic card.
Today at the session on issues of modernization Dmitri Medvedev said that leadership of the country is ready for such innovation throughout the country. “We are ready to start up new large-scale socially significant project. It will surely influence life of people, interaction between state and a citizen”, - D. Medvedev stated.
Head of “Sberbank” German Gref noted that new card may be used in future for many purposes. He cited Tatarstan as an example where electronic card is being used for paying transport fees. Also according to idea of developers, the card would contain regional applications, for example, electronic school ID, electronic library pass, travel privilege, cash for school meals, e.t.c.
According to German Gref, electronic card would hit corruption strongly.
President of Russia paid attention to requirements on information security from possible spreading of its inappropriate use.
Dmitri Medvedev gave assignment to the government to finish elaboration of normative legal base necessary for implementation of all-purpose electronic card.
D. Medvedev suggests that the most convenient way for realization of project is private-state partnership.
On May 14, on the sidelines of the XVII International Economic Forum “Russia-the Islamic World: KazanForum”, Tatarstan Prime Minister Aleksey Pesoshin and Head of the Federal Service for Accreditation Dmitry Volvach signed an agreement on interaction and cooperation in the development of the halal industry.
On May 14, Prime Minister of Tajikistan Kokhir Rasulzoda, who arrived on a working visit in Kazan to take part in the events of the XVII International Economic Forum “Russia-the Islamic World: KazanForum”, was met by Prime Minister of the republic Aleksey Pesoshin and other officials at the Kazan International Airport.
On 9 May Tatarstan Prime Minister Aleksey Pesoshin took part in a ceremony of laying flowers to the monument “The victorious soldier” dedicated to the celebrations of the Day of Victory in the Great Patriotic War (WW II) 1941-1945 and held at Arsk cemetery in Kazan.
On 8 May, speaking at a meeting held by the Rais (Head) of Tatarstan Rustam Minnikhanov in the Government House of the republic with participation of the Acting Chairman of the State Council of the republic Marat Akhmetov and the regional Prime Minister Aleksey Pesoshin, the Minister of Construction, Architecture and Housing Utilities Sector of the republic Marat Ayzatullin reported that capital overhaul of social facilities is in full swing in the republic with 170 educational facilities having been included into regional and federal programmes.
