Creation of all-purpose electronic card in Russia is stipulated by the law “On organization of rendering state and municipal services”. This card is expected to be used for rendering state services, banking operations and as identification document.
Some regions including Tatarstan have launched pilot project on implementing electronic card. It will surely influence life of people, interaction between state and a citizen”, - D. Medvedev stated.

Also according to idea of developers, the card would contain regional applications, for example, electronic school ID, electronic library pass, travel privilege, cash for school meals, e.t.c.
According to German Gref, electronic card would hit corruption strongly.
President of Russia paid attention to requirements on information security from possible spreading of its inappropriate use.
