Ildar Khalikov: “Education is the system of formation of moral and spiritual values”

On January 31 Ildar Khalikov took part at an extended session of the Ministry of Education and Science at Tatarstan Academy of Science. Head of the Ministry Engel Fattakhov made a keynote report on results of work in 2013 and plans for 2014 in the sphere of pre-school, school and professional education.
Roman Shaikhutdinov told about information technologies in education. Head of Education Department of Kazan Ilsur Khadiullin delivered a speech on “Kazan Education – 2013: new resources – new interpretation – new quality of results”.
Summing up, Ildar Khalikov noted that education is the leading sphere in the amount of financing and implemented innovations. He is sure that the regional development is impossible without effective educational system.
Ildar Khalikov noted that 2013 was a special year for the pre-school education. He pointed out that in accordance with the new Federal state educational standard the pre-school education became the 1st stage of general education.
According to Prime-Minister, a great number of kindergartens were built last year and their construction will be continued.
Ildar Khalikov also touched on the topic of municipal school ratings. According to him, results of unified state examination and competitions shall not be the only criteria for assessing educational institutions.
Speaking about professional education, Ildar Khalikov pointed out: “We can say for sure that we know the model of professional education”. Some regional enterprises, in particular, Kazan helicopter plant and Zelenodolsk plant named after A.M. Gorky, have great experience in dealing with staffing problems. Head of the Government noted that it becomes possible when the leader of the company understands that preparation of specialists starts at school.
The issue regarding implementation of advanced information technologies in educational process was also mentioned by Ildar Khalikov. According to him, it is necessary to make the best use of opportunities that are available at Tatarstan schools. In particular, he reminded that regional teachers were provided with notebooks, and schools were equipped with interactive boards and projectors.
“Education at all stages is the system of moral and spiritual formation of children and young people,” Ildar Khalikov concluded.
The awarding ceremony of educational and science workers, heads of municipalities, enterprises and regional educational organizations took place at the end of the session.
On 15 December, speaking at a meeting of the competition committee of the regional public competition “The Manager of the Year” about its results in 2025, Tatarstan Prime Minister Aleksey Pesoshin said that the list of 155 participants (nominees), who are heads of enterprises and organizations from various industries and sectors of the economy, for the competition was formed based on recommendations from regional ministries and departments, city and district municipalities, employers' associations and the Federation of Trade Unions of the republic.
On 6 December speaking at a regional meeting held by the Rais (Head) of Tatarstan Rustam Minnikhanov in the Government House of the republic with all municipalities taking part in it via videoconference, the regional Minister of Construction, Architecture and Housing Utilities Sector Marat Ayzatullin reported about progress in implementation of the of multi-apartment houses capital overhaul programme.
On 5 December, congratulating volunteers with the International Volunteers Day, Tatarstan Deputy Prime Minister Leyla Fazleeva wrote in her address: “
Your boundless kindness, sincere desire to help others and active civic position deserve special recognition and deep gratitude. There are over 5,000 volunteer associations operating successfully in Tatarstan, with a total membership of over 220,000 caring people of all ages and professions. Every year the contribution of volunteers into public life of the republic becomes more noticeable.
On 4 December Tatarstan Deputy Prime Minister Shamil Gafarov, who is the Chief of Staff of the Office of the Cabinet of Ministers of the republic, took part in a strategic session on the establishment of an inter-university campus in the republic being held at the Kazan Aircraft University on 4-6 December with participation of more than 100 people and more than 40 experts in politics, economy, science, education and industry from all over Russia.
