RT President Rustam Minnikhanov met with Deputy Head of Federal service on state registry, cadastre and cartography Viktor Kislov in RT Cabinet. The meeting was attended by Vice-premier – Head of RT Cabinet office Shamil Gafarov, Head of Russian registry Department on Tatarstan Azat Zyabbarov, Director of Federal state institution “Land cadastre chamber on RT” Lenara Muzafarova. The key issue for discussion was realization of pilot project on creating infrastructure of spatial data in republic. Nine Russian regions are taking part in this project, including Tatarstan.

RT President Rustam Minnikhanov took part in a visit meeting held by Chairman of RF government Vladimir Putin in Ivanovo city “On regional programs on modernizing health care system in RF regions”. The meeting was held in format of video conference. Opening the meeting, Vladimir Putin noted that regional programs on modernizing health care system should start working in RF regions from January, 1, 2011 and become a logical continuation of national project “Health”. For realization of this project 590 bln. roubles have been allocated for 5 years. RF Prime Minister stressed that preparation and realization of these programs are priority issues in work of regions’ heads. Financing of health care system from regional budgets should not be reduced under the pretext of receiving money from federal budget.

On November, 9 by the Edict of RT President A.K.Sadretdinov has been freed from the post of RT Minister of ecology and natural resources in connection with transfer to another work.

Today RT President Rustam Minnikhanov held working meeting with Director of Federal bailiffs service - chief bailiff of Russia A.O Parfenchikov who had arrived in republic with one-day visit.Issues of joint work of federal and regional state power bodies on execution of legal proceedings have been discussed at the meeting. R.N.Minnikhanov stressed that bailiffs service is an important component of the system of ensuring constitutional rights of citizens, makes considerable contribution into solving economic and social problems. Activity of territorial department of Federal bailiffs service on RT and possibility of holding international scientific-practical conference on executive production in Kazan in 2011 were also discussed at the meeting.

On November, 8 RT President Rustam Minnikhanov met with Chairman of group of companies “Al Habtoor” Halaf Al Habtoor in House of RT government. Rustam Minnikhanov told Arabic guest about social and economic development of Tatarstan, major industries and defined main perspectives of cooperation between group of companies “Al Habtoor” and Tatarstan. Earlier Director of Department on external relations under RT President – Aide to RT President on international issues Timur Akulov, First deputy head of executive committee of the city Rustam Nigmatullin and Vice-mayor of Kazan Oskar Prokopyev presented four projects developed by Kazan company “Millenium Zilant City” to Mr Al Habtoor in Kazan city hall. One of the projects is development of right bank of the Kazanka river, construction of multilayer parkings and two projects of complex apartment blocks – “Watercolors” on the territory of former tram depot in Pavlyukhina street and “Metropolis” between Esperanto and Kalinina streets.

The 16th meeting of the Council of justice ministers of EurAsEc member countries opened in Kazan on November 3. Tatarstan President Rustam Minnikhanov attended the event.The meeting gathered together heads of ministries of justice of all EurAsEc member countries. Opening the meeting, the Russian Justice Minister Aleksandr Konovalov said among the participants of the meeting were high-ranking officials, permanent representatives in the EurAsEc, representatives of the EurAsEc migration committee, the EurAsEc interparliamentary assembly and their Tatarstan counterparts.

RT President Rustam Minnikhanov expresses condolences to the family of Viktor Stepanovich Chernomyrdin in connection with his death. “Dear Vitaly Viktorovich and Andrey Viktorovich! Please, receive sincere condolences from me personally and all citizens of Tatarstan in connection with death of Viktor Stepanovich Chernomyrdin. Not only his family and relatives but the whole Russian public has suffered a hard, irreplaceable loss. An outstanding person and statesman of modern times who made an inestimable contribution into economic and public-political development of the Russian Federation, has passed away.

Agreement on cooperation and interaction between Tatarstan and All-Russian public-state organization “Voluntary association of assistance to army, aviation and fleet of Russia” was signed in Moscow on November, 2. RT President Rustam Minnikhanov and Chairman of Russian DOSAAF Sergey Maev put their signatures in the document. The agreement implies establishment of long-term partnership relations within the limits of realizing joint tasks on creating federal system of training citizens for military service, development of aviation, military-applied and technical kinds of sport, military-patriotic education of youth.
