The program was broadcasted from Centre of international trade in Moscow where All-Russian forum for small and medium entrepreneurship was held. Rustam Minnikhanov said that it is necessary to find financial instruments to help small and medium enterprises with purchasing modern equipment, machinery high-tech engineering tools. He considers it to be impossible under crisis conditions without governmental support. One of such instruments may be leasing companies with attraction federal and regional finances.

Head of Tatarstan government Rustam Minnikhanov held a meeting in RT Cabinet with the representatives of culture, well-known all over the world. Prime Minister greeted in Kazan ballet dancer Maya Plisetskaya, musician and well-known Russian conductor Valery Gergiev and composer Rodion Shchedrin. They spoke about state of culture and that it is so important today not to loose spirituality which characterizes our people notwithstanding all everyday problems.

RT Prime Minister Rustam Minnikhanov presented a new Head of RT Ministry of forestry Valery Vlasov to the employees. The Decree on his appointment was signed by Tatarstan President Mintimer Shaimiev on 20, April 2009. Before appointment to the post Valery Vlasov headed Volga-Ural regional centre of Russian Ministry of emergency situations.

Mayor of Naberezhnye Chelny Ildar Khalikov and Mayor of Liaocheng Mr. Sunn Juanfan signed Memorandum of intentions on opening friendly relations between the city of Naberezhnye Chelny and Chinese city Liaocheng. Before the ceremony of signing RT Prime Minister Rustam Minnikhanov held a meeting with Mayor of Liaocheng Mr. Sunn Juanfan and members of Chinese delegation.

Head of Tatarstan government Rustam Minnikhanov held Guardian council session of Investment and Venture Fund of the Republic of Tatarstan in RT Cabinet.
Members of Guardian council approved channeling 3 grants of 10 mln. dollars each for the companies having won in a program of cooperation between U.S. Civilian Research & Development Foundation (CRDF) and Investment and Venture Fund of the Republic of Tatarstan within the framework of the IV Kazan Venture Fair which to be held on April 23-24.

RT Prime Minister Rustam Minnikhanov held a meeting in the RT Cabinet with representatives of Architectural company NBBJ (USA).
Head of RT Government said that the capital of Tatarstan – Kazan is open for offers from architectural companies on design and construction of sport objects for Universiade-2013. According to his words the most serious and significant objects are stadium for 40 000 seats, Palace of water sports, Palace of martial arts and Universiade village.
